The Issue

On August 28, 2025, law enforcement officer of the State of Arizona, Bobby Lee Stewart (of Prescott) was once again Road Hunting in our residential neighborhood. Bobby is well aware that this area is residential from his work with the Federal Forest Service and a local fire department, but he still regularly “hunts” the roads and private property of our neighborhood. On this day Bobby, was driving down the road, “hunting”, saw a female bear with her two Spring 2025 cubs on the side of the road. Bobby thought it was a good idea to get out of his truck, walked up to this female bear, which was on private property in a planned unit development and within a ¼ mile of several homes, and shot, the bear, at point blank range while she was protecting her cubs. The bear probably looked this soulless “man”, right in the eyes, as she was in fear of her own life but more concerned for her cub’s lives, as he took hers. Unfortunately, for Bobby, he got caught by residents were driving by and photographed Bobby loading the bear, that he poached, into his truck, as her frantic cubs were nearby. Bobby drove down the road a bit, gutted the bear, removed her reproductive organs (so Game and Fish could not ‘sex’ the bear), and threw her internal organs into the woods, before driving off with his poached “trophy”, leaving her cubs, to fend for themselves. No one wants this happening in their neighborhood because this should not be happening in any neighborhood.  Would you like it happening in yours?

Bobby did not have a bear tag, when he walked up to Mama Bear, protecting her cubs, and shot her at point blank. This was an illegal take, AKA POACHING. The only thing this “man” was probably thinking about was self-gratification of killing an animal, on the side of a residential street, while she was protecting her young. Apparently, this Law Enforcement Officer realized he did wrong; to cover up his law-breaking ways, he stopped at the local sportsman store to buy a bear tag, after the fact. It is being said that the store’s security cam, time and date stamp footage, captured the slaughtered bear in the bed of his truck. Bobby knew he did wrong and tried to cover his tracks! It is concerning that this “man”, that was road hunting in a residential, poached a sow with cubs and tried to cover tracks, is a badged Law Enforcement Officer, in the State of Arizona! This “man’s” behavior appears to be criminal-like, shouldn’t the expectations of Law Enforcement be higher?

There were witnesses to Bobby’s return to the scene with his wife and daughter, which was perplexing and led to local chatter and questioning this behavior. It recently came out that Bobby and his family, returned to the area to retrieve the bear’s internal organs. What kind of demented individual brings their own child to gather the guts of a bear he poached, in the dark? What kind of “man” is he?

Bobby Lee Stewart, is a Probation Officer with the Yavapai County Probation Department.  In 2024 an employment waiver for lack of required education was signed, appointed Bobby Lee to the position of Probation Officer.   For this position, the state requires a minimum of a bachelor's degree with a preference in the behavior science or related field, Bobby lacks this requirement.  According to public records, Bobby was only with County Probation Département for a year before appointment to Probation Officer.  It is a reasonable assumption; the Bobby Lee does not have a lot of experience in this field?  Based on Officer Bobby's behavior on August 28, 2025, his decision making (and hunting) skills are somewhat questionable.  Bobby's job duties include supervising the behavior of those on probation, but he is out Road Hunting, Poaching and discharging a weapon, in a residential area, putting the community at risk.   How can this menace to society perform his job duties?

Mama Bear has been a beloved part of our community for years. We watched her first litter of cubs, grow to adulthood and she blessed the area with two more cubs this spring, these two may not survive their first winter without their mom. She brought so much joy to the area, we got to see the bond between a mama bear and her cubs, which few people get to witness, it was beautiful; a lot can be learned from animals. Law Enforcement Officer, Bobby Lee Stewart, with his habitual Residential Road Hunting/Poaching ways, devastated our area by taking a beloved member and the sense of tranquility and safety from our community, with his intentional, lawless, cruel act of self-gratification. NO one should be subjected to watching wildlife being poached from their kitchen window or coming across a pile of internal organs when walking their dog or out with their children, in their neighborhood, this is unthinkable?

Poaching is a global concern, it is estimated that 95% of the poachers never get caught and in the rare cases they do get caught, it is just a slap om the wrist and continue with their poaching ways. Since it is a rarity, we would like to see Bobby Lee Stewart be made an example of with full prosecution, under the law and lifetime revocation of his hunting privileges, in the State of Arizona. Bobby is a sworn Law Enforcement Officer in the State of Arizona, he should know better, but he thinks he is above the law. All the more reason to make an example of this “man”? Bobby Lee took an oath to serve and protect, but yet, he was in a residential area, on private property, and discharging a weapon within ¼ mile of several homes, he is a disgrace to the badge and a menace to society. Officer Stewart was road hunting, got out of his truck (on to private property) and shot a bear protecting her cubs, on the side of the road in residential area, without a bear tag. This is not Fair Chase or hunting this is opportunistic poaching. He is even a disgrace to all the ethical hunters. Officer Bobby Lee Stewart should be prosecuted to the full extent of the law; he is a poacher not hunter. His behavior is reprehensible, especially for a Law Enforcement Officer, isn’t it? A kill is of more value than the concern for the wellbeing of a community, for Officer Stewart. Scary thing, indeed?

We are going to be petitioning the Game and Fish commission to revoke Bobby Lee for life and make him and example, we hope to get as many signatures as possible. This is not just about our community; it is about all the communities that Residential Road Hunting occurs in. The State, AZ Game and Fish and the counties fail these areas, we need our voices to be heard. Please if you read this, sign your name and make a comment, expressing your concerns. Our communities deserve better than this, what happened here, shouldn’t have, this sort of behavior should never be tolerated anywhere.

Thank You.

The photography is the bear that Officer Bob Lee Stewart took as his Residential Road Hunting, Poaching trophy.  He has something to be proud of, doesn't he? When you leave a comment, please feel free to tell Bobby how you feel about his behavior.
