REQUEST FOR PROPOSALS FOR ON-STREET PAID PARKING, PARKING ENFORCEMENT AND REVENUE COLLECTION

"The City is soliciting proposals is seeking proposals from qualified parking operators (Contractor) to provide a comprehensive on-street paid parking solution that includes both mobile payment services and operations of multi-space pay stations. In addition, the City is also seeking proposals to conduct parking enforcement for the new paid parking areas. This initiative represents the City’s first implementation of paid on-street parking and is intended to improve curb management, enhance the customer experience, and support local mobility goals.

Proposals will provide cost estimates for managing the paid parking and an estimate for providing parking enforcement.

It is expected that paid parking will be implemented in the proposed areas, encompassing all streets and city-owned surface lots specified in Attachment 1. Technical exhibits will be provided to the Contractor to specify where pay stations are to be installed. The City of Hawthorne will manage the overall policies related to the parking system internally, and the Contractor will be responsible for the scope of work contained within this contract."
