Please identify the persons who did this cruel act to the dog and file charges of violation of the Animal Welfare Act with Cavite City government as the complainant. Local government units are expected to implement all laws and punish violators.

The Issue

Apparently for sheer fun, and with utter disregard for the safety of the dog, this poor animal was brought out of the window of a moving vehicle and made to "walk" or "run" as the vehicle continued to move in Cavite City, Cavite, Philippines, yesterday (July 1, 2015).

The reporter said this was done more than 10 times by the person in the vehicle with plate number DGC 845.

This is in violation of Section 6 of the Animal Welfare Act (AWA) of the Philippines which prohibits any form of cruelty against animals, including a dog.

This is obviously an act of cruelty as the dog was held by the neck and made to "run" or "walk" as the vehicle moved. We may not see it in the video or the photo but the dog must have been in so much fear as the person brought him in and out of the vehicle numerous times.

Section 9 punishes any cruelty against animals or abuse or neglect of an animal with imprisonment and a fine of P100,000.00. This is a criminal act in the Philippines.

We, members of Save ALL Inc.-Save Animals of Love and Light, a SEC-registered non-profit animal welfare group, demands that the owner of the vehicle be identified and the persons in the video, specifically the one who put out the dog thru the window and made the dog walk or run as the vehicle continued to move, be apprehended and slapped with the violation of the AWA.

Save ALL demands that the dog be confiscated from these persons. We are willing to take over custody of the dog, have him rehabilitated and even treated for any medical condition, and later rehomed or adopted when the dog is ready.

Please sign the petition and share it so that the City Mayor, the police, and other officials of Cavite, and the LTO will act on this matter immediately.

CAVITE CITY ADVISORY On the matter pertaining to the post on Facebook which accounted an alleged cruelty to a pet dog in Cavite City on June 1, 2015, please be advised that Mayor Bernardo S. Paredes instructed the City Veterinary Office to coordinate with the barangay officials who have the jurisdiction over the parties involved thereinto take appropriate actionsin order to resolve the issue. As a result of the inquiry by the City Veterinarian, the Local Government was able to corroborate the identity of the owners who were also the passengers of the motor vehicle with whom the dog was seen. The following conclusions and precepts were established: 1. The person who was seen holding the dog was a 12-year old female whose mother was also in the vehicle when the incident happened. 2. According to the mother, her family is fond of gallivanting about the City Streets in their open owner-type jeepney with the subject pet dog. 3. On the said date and time in question, while stuck in traffic, the child decided to put the dog down. Subsequently, as the vehicle advanced, she grabbed the dog by the loose skin at its nape. The minor persisted twice until her mother scolded and prevented her from doing so on the third strife. 4. Both the minor and the mother were categorical when they stated that the incident was unintentional, thus, disproving that they were maltreating their pet dog. The minor was under the impression that she was just playing around and this was gravely misconstrued by others. 5. The minor, as well as the mother, conceded to the fact that the scenario caused a backlash which prompted them to rectify their misdeed. They even agreed to receive animal welfare counseling under the Cavite City Veterinary Office.A formal undertaking was recorded at the concerned Barangay Office. 6. The City Veterinarian conducted a physical examination of the subject animal’s overall well-being. The results were affirmative. For instance, there were no signs that the dog was maltreated and contrary to the claims of most of the witnesses, the dog was even lively. It has been further observed that puppies are accustomed to such gesture for it is a natural way for mother dogs to clutch their younglings. The foregoing actions of the Local Government have been duly documented considering that the rights of the minor in this case have to be protected under applicable laws. Any elaborate detail would be impermissible without substantive evidence. All concerned citizens can verify the obtained documents pertinent to this matter at their most convenient time. We are truly grateful for bringing this matter to our attention. Rest assured that the City will continuously endeavor to uphold the laws on Animal Welfare and Development. ORIGINAL SIGNED DR.
