This report funded by the proposers; states that
“Planning policies and decisions should aim to: Avoid noise giving rise to significant adverse impacts on health and quality of life as a result of a new development"
and discusses British standards for assessing noise; stating that
“The methods described in this British Standard use outdoor sound levels to assess the likely effects of sound on people who might be inside or outside a dwelling or premises used for residential purposes upon which sound is incident.”
The monitoring station for noise was taken from one point only, because it was considered that the residential homes, which are said to be 60 metres from the carriageway (A605 Whittlesey Road)
"are obviously more affected by traffic noise from this road.”
This report fails to highlight that the entrance/access road, runs parallel to residents homes and away from the A605 and later acknowledges there will be adverse noise by stating that
“It may be prudent to limit or restrict vehicle movements along the access road on Saturday afternoons and Sundays"
The noise was assessed from 2pm on Sunday 4th October to 1pm on Monday 5th to gauge the difference between the "lowest background noise" and "some general weekday noise", leaving the busiest days and times out.
The report concludes stating that they have "been commissioned to undertake a noise impact assessment to support a planning application for a Anaerobic Digestion ‘gas to grid’ Plant.”
