even if you don't use gas they charge you the amount. $10 by itself may not seem like much but when you charge that for thousands of customers it's a lot of money. they explain on the back of your bill that it's for:
A FIXED CHARGE TO RECOVER MINIMUM MONTHLY
SYSTEM OPERATING COST. This doesn't make any sense. They need to stop ripping people off!
