The present state of the Philippine criminal justice system is indeed alarming and the alarm is
continuously intensifying in spite of concerted efforts to initiate reforms, from both the government and
non-government sectors of the community, which are equally driven by a unified purpose to establish a
criminal justice system that is truly responsive to the escalating demands of the changing times.
