The answer is Yes, yes they can. We need to stand together, many voices shouting out CHANGE. STOP THE SUFFERING!!!!
We want CHANGE for every ANIMAL that has been abused, will be abused, or has died at the hand of a abuser. We want the law to be stricter and the perpetrator of the crime held to a higher/stricter punishment for their actions. We want fines increased, jail time to be extended without a early release option, and a Web Registry implemented for anyone to be able to search for a convicted offender of a Animal Abuse Charge, no matter the severity. It empowers a individual or agency to decide if they want to, or should allow a individual to purchase, adopt, or foster a animal, by viewing their criminal record of any convicted abuse to ANY ANIMAL.
"Penalties for cruelty can be minimal, if pursued. Currently, 46 of the 50 states have enacted felony penalties for certain forms of animal abuse. However, in most jurisdictions, animal cruelty is most commonly charged as a misdemeanor offense"
A MISDEMEANOR OFFENSE? Because the ANIMAL didn't die? Stop slapping their wrists and make them held accountable from a minor crime, to a major one with stricter punishment.

We need to push for the LAWS TO BE CHANGED IMMEDIATELY. DONT LET THERE BE ANOTHER "River" ABANDONED IN A CAGE, IN WATER, TO DROWN BECAUSE THEIR UNWANTED OR A BURDEN. DONT LET ANOTHER ANIMAL BE BEAT , BURNED, SKINNED, STARVED, SUFFOCATED, OR ANY TYPE OF HARM OR DEATH DONE TO THEM, BECAUSE THE ABUSER THINKS THEY "CAN" WITHOUT SEVERE ACCOUNTABILITY.
LET OUR GOVERNMENT KNOW WE ARE STANDING AS ONE, IN ONE VOICE, WITH MANY VOTES, HOLDING THEM RESPONSIBLE TO PROTECT OUR ANIMALS, YOUR ANIMALS, EVERY CREATURE THAT CAN't SPEAK FOR THEMSELVE's. WE NEED TO SPEAK FOR THEM......"STOP THE ABUSE WITH STRICTER LAWS."
