                                 Sunny Hills Water System – Capacity, Reliability, and Public Safety

 

1. IMMEDIATE MORATORIUM

• Moratorium on new building permits and new water system connections until system capacity,

reliability, and public safety conditions are verified

 

2. REQUIRED CONDITIONS BEFORE MORATORIUM IS LIFTED

 

A. System Capacity & Reliability

• Ability to consistently serve existing residents

• Stable and adequate pressure across all areas

• No recurring pressure loss events

 

B. Water Quality at the Point of Use

• Water delivered to homes is clear and free from sediment

• Verified at the tap

 

C. Operational Stability

• Reduction in main line breaks and service interruptions

• System no longer in continuous repair-and-patch condition

 

D. Distribution System Integrity

• Completed assessment of infrastructure

• Identification of failure-prone areas

• Plan to address deficiencies

 

E. Fire Protection System Verification (Hydrants)

 

• Full inspection of all hydrants

• Verify operation, flow, and pressure

• Ensure unobstructed, maintained, and properly draining

• Flow and pressure testing completed

• Public documentation of testing and deficiencies

• Ongoing inspection and maintenance schedule established

 

F. Communication & Notification Standards

• Reliable outage and boil notice system• Full-cycle communication including all-clear notices

 

G. Public Infrastructure Plan

• Scope of repairs and replacements

• Timeline

• Funding strategy

 

H. Demonstrated Performance Period

• Minimum 180 consecutive days of stable operation

• No major failures

• Consistent water quality

 

3. GROWTH CONTROLS & DEVELOPER RESPONSIBILITY

• Developer impact contributions required

• No degradation of service to existing residents

• Infrastructure must keep pace with development

 

PURPOSE

Growth must not outpace infrastructure. The system must demonstrate the ability to reliably serve

current residents and support fire protection before expansion continues.

 

PUBLIC SAFETY STATEMENT

Fire hydrants are critical life-safety infrastructure. Without verified testing, maintenance, and flow

capability, there is no assurance they will function in an emergency.
