The Issue
Platforms Should Be Transparent and Fair to Riders
Every day, platform riders accept delivery jobs knowing that their time, effort, vehicles, energy and operating costs have real value. Yet riders may not always receive clear information about how fares are calculated or how individual orders are paid.
Platforms should be transparent and clearly show the fare paid for each order, including when orders are stacked. Riders should be able to see how much each order contributes to the total payment before accepting the job. Clear fare information is essential for riders to make informed decisions about whether an order is economically worthwhile.
Riders should also not be penalised by being disqualified from incentive payouts tied to performance metrics set by the platforms. If platforms establish the targets, acceptance requirements, completion rates, cancellation rules or other conditions for incentives, they should not use those same metrics to unfairly exclude riders from payments they have worked to earn.
Incentives should be transparent, reasonable and based on clearly communicated terms. Riders should know what is required, how performance is measured, how payouts are calculated and why any payout may be withheld. Platforms should provide a proper explanation and a fair review process whenever a rider is denied an incentive.
Loyalty should not be treated as a performance metric. A rider’s continued support of a platform should not require them to accept every order, remain online for excessive periods, or meet targets that may compromise their safety and livelihood. Riders should be free to make reasonable decisions about which jobs to accept without being unfairly punished for declining orders that are unsafe, uneconomical or unsuitable.
A rider’s loyalty is shown through the time, effort and service they provide—not through blind compliance with platform-set targets. Platforms should recognise that riders may work across multiple platforms and should not penalise them for doing so.
When orders are stacked, platforms should still show the fare paid for each individual order. A stacked order is still an order. Each order involves a customer, goods to handle, a pickup, delivery responsibilities, waiting and travelling time, and the risks of being on the road.
When platforms combine orders, they may achieve operational efficiencies that benefit both the platform and the customer. However, those efficiencies should not come at the expense of riders through unclear payments, unfairly low fares or the loss of incentives that riders have reasonably earned.
Some platform operators may be paying low fares for stacked orders in a way that effectively shifts the cost of CPF contributions onto riders. Riders should not be expected to absorb these employment-related costs through reduced payments for additional orders. If platforms benefit from stacking and rely on riders to complete the work, they should ensure that each order is paid fairly and that riders are not made to bear costs that should be properly accounted for by the platform.
Every order represents a minimum amount of work and should carry a minimum value. Two orders should not become one properly paid order plus another order compensated with only a token amount.
A guaranteed minimum fare per order would give riders a clearer and fairer baseline. It would ensure that every order receives a minimum guaranteed payment, that stacked orders are not excluded, and that riders are compensated for the additional workload. Platforms could still offer incentives on top of the guaranteed fare.
This is not a demand for every delivery to pay the same amount. Distance, location, waiting time, road conditions, delivery difficulty and other legitimate factors can and should still be considered.
The principle is simple: whatever formula is used, payment for an individual order should never fall below a fair minimum floor, and the fare for each order should be clearly disclosed.
Platforms should also ensure that incentive schemes do not become a way to reduce riders’ earnings or punish them for exercising reasonable judgment. Performance metrics should be relevant, transparent and proportionate. They should not be used to disqualify riders from payouts without clear reasons, proper notice and a fair opportunity to appeal.
This is about fairness, transparency and accountability, not confrontation. Riders are asking for reasonable safeguards for people who depend on platform work and spend hours on the road providing an essential service.
If stacking genuinely makes deliveries more efficient, the benefits of that efficiency should be shared fairly. They should not be achieved primarily by cutting the rider’s payment for the additional order, passing platform costs onto riders or withholding incentives through unfair performance requirements.
Individually, one rider may have limited influence over platform policies. But thousands of riders standing together can send a far stronger message.
The petition will be submitted to the Tripartite Task Force as a formal appeal for these issues to be considered in discussions on platform work and fair remuneration.
Whether you ride full-time, part-time or occasionally, or have years of experience across different platforms, these issues can affect you. Today, it may be another rider whose fare is unclear or whose incentive is withheld. Tomorrow, it could be yours.
