Demand for Emergency Senate Hearings, Legislative Oversight, and Funding Freezes on Directed Energy, Surveillance, and Neuro-AI Programs Violating Civil and Human Rights

 

To the Members of the United States Senate:

We hereby petition the Senate, as the senior legislative body of this Republic, to exercise its full constitutional authority to halt, investigate, and legislate against the growing use of secretive technologies that target, harm, and destroy innocent Americans — including our family.

Our experience is not isolated. We are one of millions of families worldwide affected by a coordinated global program involving directed energy weapons, neuro-surveillance, remote behavior modification, and electromagnetic harassment. These programs are not speculative. They are documented in classified patents, military research portfolios, and global human rights complaints — and they have been funded, in part, through congressional appropriations.

 

We submit this petition with the following demands:

Legislative Action Items for the Senate:

 1. Impose an immediate funding freeze on all U.S. military, intelligence, and contractor projects involving:

 • Directed energy weapons

 • AI-based surveillance systems

 • Remote brain-computer interface (BCI) experimentation

 • Neurocognitive mapping or mood-altering technologies

 2. Convene emergency closed and open hearings under the Senate Intelligence and Armed Services Committees to receive:

 • Victim testimony (including ours)

 • Whistleblower declarations

 • Expert data on EMF harm, acoustic weapons, and AI neurology systems

 3. Introduce and pass the Technological Human Rights Protection Act, making it a felony offense to:

 • Conduct non-consensual experimentation using AI or energy-based systems

 • Deploy DEWs or neuro-behavioral systems in civilian areas

 • Monitor brain activity or speech intent without a court warrant

 4. Demand full audit and document production from:

 • DARPA, DOD, USAF Research Lab, and Naval Surface Warfare Center

 • CIA, NSA, DHS, and DOJ

 • NIH, NSF, and AI initiatives funded through federal research grants

 5. Require the FTC and FCC to produce a full report on the role of:

 • Apple, Google, Meta, Amazon, and Microsoft in facilitating biometric tracking, digital mind profiling, and AI training based on non-consensual data harvesting.

 6. Allocate emergency funds for:

 • Victim medical relief and psychological services

 • Public legal aid for claims involving AI abuse or energy weapon exposure

 • Technology neutralization and shielding research for public use

This is not a partisan issue. It is a moral crisis.

You will find hundreds of petitions, lawsuits, and human rights complaints already filed. Thousands of victims. No protections. No remedy. No justice.

The United States Senate is uniquely positioned to restore that justice.

We implore you to act before this becomes irreversible. What we are facing is the collapse of informed consent, the destruction of cognitive freedom, and the weaponization of invisible systems against the very people you swore to protect.
