Petition to the Mercersburg Borough Council and the Residents of Mercersburg, PA
The Issue
This petition was formally submitted to the Borough Council on February 9, 2026. Signatures continue to be collected to demonstrate ongoing community support.
We, the undersigned residents of the Borough of Mercersburg, Pennsylvania respectfully call for the immediate resignation or appropriate disciplinary action regarding Edgar Twine, a currently serving Chair of the Mercersburg Water Authority.
We believe that Edgar Twine has acted against the best interests of Mercersburg residents by:
- Obstructing access to fire hydrants in a manner that compromised the ability of the local fire department to respond effectively to emergencies, thereby threatening public safety.
- Failing to ensure consistent safe drinking water delivery to residents reliant on the Mercersburg Water Authority system, contributing to repeated water quality concerns and public health advisories.
These actions have raised significant community alarm and eroded public trust in our local governance. We seek accountability, transparency, and leadership that prioritizes the safety and well‑being of all residents.
✅ Citizens can:
Petition / persuade the appointing authority (likely Mercersburg Borough Council)
Ask council members to remove the authority’s chair by a formal written petition and request — especially if there’s evidence of misconduct, neglect of duty, or failure to perform. The council would have the legal power to remove appointees it controls.
*To sign, you must be a resident of the Borough of Mercersburg or a paying customer of the Mercersburg Water Authority.*
By signing below, we express our strong community support for this petition and urge the Borough Council and relevant authorities to act promptly.
