Under Killeen Citv Ordinance 19-31, it is unlawful for any person to engage in commercial activity within a city park "unless authorized by permit from the city." However, the City of Killeen currentlv does not offer or have an application process for a park-specific vendor permit. Local mobile food vendors who
are fullv licensed, insured, and
permitted to operate throughout the state of Texas and the rest of
the city are being barred from serving families in our public parks solely because the city lacks the administrative process
to issue this specific permit.
