PETITION TO THE BOARD OF TRUSTEES OF THE SAG-AFTRA HEALTH PLAN
The Issue
We, the undersigned rank-and-file members, active participants, and displaced beneficiaries of the SAG-AFTRA Health Plan, stand in full support in the demanding of an immediate structural overhaul of our Fund’s cost-containment strategy. We demand an audit!
For too long, working actors have borne the entire financial burden of plan deficits. Forcing the earnings eligibility threshold to $28,933 has caused catastrophic damage to the health, security, and morale of our membership. We reject the narrative that the plan is in peril because actors do not work hard enough. The plan is bleeding because our legacy commercial network structure allows corporate middlemen to exploit our self-insured cash reserves.
Public Form 5500 filings reveal that the plan’s carrier collects a visible $7,516,309 direct administrative fee, they maintain an un-audited conflict of interest embedded directly inside our medical claims. By forcing our plan into an outdated PPO model, our carrier allows local hospital systems to charge up to 1,500% of objective Medicare benchmarks for routine procedures while pocketing hidden percentage-based transaction margins out of our Fund.
We refuse to watch our health plan act as a subsidy for corporate insurance networks and hospital price-gouging while union members lose their doctor access.
Therefore, we demand that the Board of Trustees immediately take the following actions:
1) Enforce Total Claims Transparency: Invoke the Consolidated Appropriations Act (CAA) of 2021 to immediately strip away all proprietary "gag clauses" and force plan’s carrier to produce 24 months of raw, de-identified hospital claims data mapped directly against Medicare Allowable Rates.
2) Lower the Earnings Threshold: Commit to legally directing 100% of the multi-million-dollar surplus captured by a proposed hospital cost-containment fix back into plan reserves for the explicit, exclusive purpose of lowering the earnings eligibility floor and restoring healthcare to working actors.
The fiduciary duty of this Board belongs to the members who built this union, not the vendors who profit from our claims. The era of boardroom paralysis is over. Audit the claims, eliminate the corporate conflicts, and give actors back their plan.
Signed in Solidarity,
