Petition to Support Licensing & Regulation of Short-Term Rentals (STRs) in Holly Hills

The Issue

Why Regulation Matters
Holly Hills is one of the few neighborhoods in the Denver metro area without any regulation of short-term rentals. Surrounding municipalities—including Denver and Centennial—require licensing, inspection, and safety compliance. It’s time for Holly Hills to do the same to protect our residents and preserve the character of our community.

Unregulated STRs can:

  • Reduce housing availability, making it harder for families to stay in our community.
  • Disrupt neighborhood safety and character through noise, parking, and overcrowding.
  • Undermine community trust and stability by allowing commercial use of residential homes without oversight.

Regulation will:

  • Allow grandfathering of existing STRs that meet licensing and inspection requirements.
  • Require inspections for fire safety and insurance coverage.
  • Limit occupancy and establish noise and parking standards.
  • Preserve neighborhood stability, school attendance, and community trust.
  • Mandate that all future licensing of STR for single family homes MUST BE PRIMARY RESIDENCE. 

*Condos/multi-units exempt from primary residence rule

Current Status: 

  • Estimated existing STRs in Holly Hills: 15-25
  • Total homes in Holly Hills: approximately 1000
  • Proposed STR density: about 3.7% (based on modeling)

Skyline Fire District  (HOLLY HILLS) is serviced by Denver Fire Department

Holly Hills (Skyline Fire District) is serviced by the Denver Fire Department, which operates under strict short-term rental regulations. However, Holly Hills currently has no documentation, recordkeeping, or inspection of STRs.
