Petition to Stop Lending Pandas to the U.S. and Strengthen Protection Regulations
Dear Global Animal Protectors, Animal Lovers, and Governments and Legislative Bodies Worldwide:
We call on everyone to jointly focus on and support the action to stop lending China’s national treasure, the giant panda, to the United States. Pandas are an important symbol of global ecological protection, but in recent years, we have witnessed cases of pandas being mistreated and poorly cared for in the U.S. Notably, at the Memphis Zoo, the panda Le Le died from prolonged malnutrition and health problems, an incident that deeply hurt every panda lover’s heart.
Pandas from China were once ambassadors of peace, symbolizing friendship and exchange. However, with China’s growing strength, this method is no longer appropriate and has become a means for certain individuals to profit. These individuals operate under the guise of legitimate research centers but are actually engaged in commercial exploitation and utilization of pandas. We must enhance the protection of these national treasures and prevent them from becoming tools for profit.
American zoos have repeatedly borrowed pandas from China under the pretense of research, but the fact is that these pandas do not enjoy ideal living conditions in the U.S., often facing malnutrition, inadequate medical care, and psychological stress. The most recent examples are the pandas Ya Ya and Le Le at the Memphis Zoo, whose health conditions have always been a concern, sparking protests and petitions worldwide.
Recently, China and the U.S. plan to send two adorable pandas, Bao Li and Qing Qing, to the U.S. for so-called research cooperation. Considering the past numerous inappropriate behaviors, we strongly oppose this plan and call for the cessation of such international loans.
Additionally, the pandas Mei Xiang, Tian Tian, and Xiao Qi Ji at the National Zoo in Washington, D.C., are also living in poor conditions. Their living environment is unsuitable, they are malnourished, and their health status is worrying. Mei Xiang was even reportedly bred through artificial electro-ejaculation, which is highly inhumane.
We must stand up and speak for these innocent pandas to prevent them from facing the same fate again. Pandas should live in their natural habitats, receiving professional and suitable care, not being used as tools for research and exhibition.
Reasons and Evidence
1.Poor Living Conditions
According to numerous photos and reports, pandas in some American zoos face issues like malnutrition and unsuitable environments. For instance, Mei Xiang’s living conditions at the National Zoo are extremely poor, with flies in her honey and Xiao Qi Ji having nothing to eat within the first 14 days of birth.
2.Health Problems
Pandas in American zoos often fall ill and lack adequate medical care. For example, the health of Mei Xiang and Tian Tian at the National Zoo has been a constant concern, and Xiao Qi Ji also suffers from malnutrition issues.
3.Cultural and Management Differences
As China’s national treasure, pandas require professional care and protection. Foreign zoos may lack a deep understanding of the pandas’ cultural background and special needs, leading to improper care. This management difference makes it difficult to ensure the quality of life for pandas in foreign zoos.
4.National Treasure Protection
As China’s national treasure, pandas should be managed and protected by domestic experts with deep cultural backgrounds and professional knowledge. Sending pandas to other countries may result in inadequate protection, even posing threats to their health and safety.
5.Inhumane Breeding Methods
Mei Xiang and Tian Tian in the U.S. have been artificially bred through electro-ejaculation, a method that is highly inhumane and violates basic animal welfare principles. This reveals that foreign zoos are not genuinely caring for pandas but are merely conducting breeding operations under the guise of research.
6.Pandas Soon to Be Sent
Recently, China and the U.S. plan to send two adorable pandas, Bao Li and Qing Qing, to the U.S. for so-called research cooperation. Considering the numerous inappropriate behaviors in the past, we strongly oppose this plan and call for an end to such international loans.
7.Ya Ya and Le Le’s Plight
Ya Ya and Le Le at the Memphis Zoo faced extremely poor living conditions, with Ya Ya even dying from prolonged malnutrition and health issues. Although Ya Ya has now returned to China and is receiving good care, this experience is still heartbreaking and reminds us to prevent similar tragedies from happening again.
8.International Support and Petitions
Many animal protection organizations and individuals concerned about pandas have launched international petitions and support actions, calling for an end to sending pandas to countries with poor living conditions to ensure they receive the necessary protection. For instance, petition campaigns by Panda Voices and In Defense of Animals have garnered significant support .
Call to Action
We call on global animal protectors and animal lovers to join this petition, demanding an end to the loaning of pandas to other countries. Below is the content of my petition. Please sign and share it with your friends and family to help protect these precious creatures.

- Ban on Lending: Include provisions in the law prohibiting the use of endangered animals as diplomatic tools or lending them to other countries, especially for national treasure-level animals like pandas.
- Research Regulations: Stipulate that all animal lending projects conducted under the guise of research must undergo strict review to ensure the research institutions have the necessary qualifications and conditions, and strictly supervise the research process.
- International Agreements: Establish animal protection agreements with other countries to regulate the international exchange and cooperation of endangered animals like pandas, ensuring these animals receive proper care abroad.
- International Oversight Bodies: Establish or join international animal protection oversight bodies to monitor the cross-border exchange of endangered animals like pandas and impose penalties for violations.

- Media Campaigns: Utilize media to publicize incidents of mistreatment of pandas abroad, calling for greater attention and support for related protection actions.

Regarding the Selection of the Legal Representative of Wolong Panda Ecological Education Co., Ltd.
Dear Market Regulatory Administration:
As someone concerned about panda protection, I hereby formally complain about the selection of the legal representative of Wolong Panda Ecological Education Co., Ltd. (hereinafter referred to as "the company").
According to public information, the company's legal representative is Mac Body, a foreigner. As an institution mainly engaged in panda research and protection, we believe there are the following doubts and irrationalities in choosing a foreigner as the legal representative:
1.Professional Background and Qualifications:
Mac Body's public information and professional background are extremely limited, failing to prove his professional ability and experience in panda research and protection.
2.Public Transparency:
The company lacks public transparency in the selection process of the legal representative and fails to show the public the rationale and necessity of choosing a foreigner.
3.Rationality of National Treasure Protection:
As China's national treasure, pandas should be managed by domestic experts with deep cultural backgrounds and professional abilities. A foreigner may not fully understand and respect China's culture and protection requirements.
4.Legal and Policy Basis:
Further investigation is needed to determine whether the company's selection of a foreigner as a legal representative complies with laws and policies and whether there are any violations.
We urge the Market Regulatory Administration to investigate this matter, ensuring that the company’s management and operations comply with national laws and regulations, and protect the interests of China’s national treasure, the panda.
