

Petition to Stop Further HMOs & Remove Existing HMOs on Hearns Road and surrounding roads
The Issue
We, the residents of Hearns Road and the surrounding areas, are calling for an immediate halt to the approval of any further Houses in Multiple Occupation (HMOs) and the removal of existing HMOs that have negatively impacted our community.
Over the past few years, the increasing number of HMOs in our neighborhood has led to:
A rise in crime – including violent incidents, theft, and antisocial behavior.
Daily disturbances – such as noise pollution from quad bikes, fights, and public disorder.
Fly-tipping and littering – due to inadequate waste management at overcrowded properties.
Lack of parking – as HMO properties bring multiple tenants with vehicles, reducing spaces for long-term residents.
A decline in safety and quality of life – making families and vulnerable residents feel unsafe in their own homes.
Despite our repeated complaints to Bromley Council, our concerns have been ignored, and HMOs continue to be approved without proper resident consultation. In some cases, residents were not even informed about HMOs being licensed on our road.
We demand the following actions:
An immediate halt to new HMO approvals in Hearns Road and surrounding areas.
A full review of existing HMOs, with action taken to remove those that do not meet proper standards or have caused community harm.
Stricter consultation processes, ensuring all residents, not just immediate neighbors are informed and allowed to object to HMOs.
Greater enforcement of crime and antisocial behavior, with increased police presence and council action against problem properties.
Stronger waste management policies to address fly tipping and littering caused by overcrowded HMOs.
A community meeting with Bromley Council and local representatives to discuss the impact of HMOs and agree on next steps.
We refuse to stand by while our neighborhood declines. If our concerns continue to be ignored, we will escalate this issue further, including through legal action and media exposure.
