PETITION TO STOP CYBERBULLYING AND ONLINE HARASSMENT IN MALAYSIA

Protect Malaysians from Cyberbullying, Online Harassment and Digital Abuse

We, the undersigned, respectfully call upon the Government of Malaysia, the Ministry of Communications, the Malaysian Communications and Multimedia Commission (MCMC), the Royal Malaysia Police (PDRM), and social media platforms to take immediate and stronger action against the growing problem of cyberbullying, online harassment, hate speech, threats, trolling, defamation, impersonation, and the use of vulgar and abusive language on social media.

Every day, Malaysians are subjected to insults, humiliation, false accusations, intimidation, organised online attacks, and repeated harassment. Victims include children, students, parents, professionals, business owners, animal welfare advocates, public figures, and ordinary citizens. These attacks can cause severe emotional distress, anxiety, depression, reputational damage, and fear.

We are also deeply concerned about the increasing reports of cyberbullying affecting many members of the Malaysian Indian community. Many individuals have shared that they are mocked, insulted, humiliated, and mentally tortured simply for expressing their opinions respectfully on social media. Instead of healthy discussion, they are often met with trolling, abusive comments, vulgar words, personal attacks, and attempts to silence them.

There are also concerns that some social media accounts repeatedly target individuals day and night, posting offensive comments, spreading hatred, provoking arguments, and encouraging others to join in online harassment. This behaviour creates a toxic environment where people become afraid to speak or share their views.

Cyberbullying is not a racial issue alone. It affects Malaysians from every race, religion, age, and background. Every Malaysian deserves to feel safe online and to express opinions respectfully without fear of harassment or intimidation.

We respectfully request the following actions:

1. Stronger laws and enforcement against cyberbullying, online harassment, threats, stalking, doxxing, and repeated online abuse.
2. Faster action by social media platforms to remove abusive content and suspend or ban repeat offenders.
3. Better cooperation between social media companies and Malaysian authorities in accordance with Malaysian law to investigate serious cases.
4. Stricter action against accounts that repeatedly spread hate, use vulgar language, incite harassment, or target individuals and communities.
5. A more transparent and effective reporting system so victims receive timely responses.
6. Greater public education on responsible social media use, digital citizenship, and respect for others.
7. Better protection and support for victims of cyberbullying, including accessible reporting channels and appropriate assistance.
8. Regular monitoring of repeat offenders who misuse social media to intimidate, threaten, or mentally abuse others.

Our Message

Freedom of expression is a fundamental right. However, freedom of expression must never be used as an excuse to threaten, bully, humiliate, defame, or mentally abuse another person.

We are not asking to silence opinions or healthy debate. We are asking for accountability, respect, and a safer online environment where every Malaysian can participate without fear of harassment.

We urge the Government of Malaysia, MCMC, PDRM, and all social media platforms to take meaningful action to protect the public and ensure that digital spaces remain safe, respectful, and responsible.

Together, we can stop cyberbullying.

Together, we can protect mental health.

Together, we can build a safer Malaysia for everyone.
