PETITION TO STANDARIZE GATE RUNNER RESPONSE PROTOCOLS ACROSS ALL U.S. MILITARY BASES

The Issue

In memory of 10-year-old Ryker Frost   On February 16th, 2024, my 10-year-old nephew, Ryker Frost, was killed on 29 Palms Marine Corps Base when a military police officer, responding to a “Gate Runner” alert, drove at high speed, without lights/sirens, showing no due regard, and collided with the family vehicle. Ryker was bright, funny, athletic, and loved beyond words. His death wasn’t the result of enemy fire or an act of war — it was the result of chaos, confusion, and the absence of a clear, standardized protocol. Right now, there is no single Department of Defense–wide standard that defines how military police respond to a gate runner calls — no uniform guidance on response speeds, when lights and sirens must be used, or what “due regard” for safety truly means. Each base sets its own rules, often without oversight or accountability. This inconsistency puts every family living or driving near a base at risk. Ryker’s death should never have happened. And it should never happen again. We are calling on the U.S. Department of Defense, Congress, and the Joint Chiefs of Staff to create and implement a standardized, transparent Gate Runner Response Protocol for all military installations — one that prioritizes safety, consistency, and accountability across every branch. We Demand That the Department of Defense Establish a Unified Policy That Includes:   Mandatory use of lights and sirens during all emergency responses, including Gate Runner calls — from the moment of dispatch to the conclusion of the incident.
Defined maximum response speeds, tailored to road types and proximity to housing, schools, and civilian access areas.
Clear and uniform definitions of key terms such as Gate Runner, Due Regard, Emergency Response, and Authorized Speed, to remove ambiguity and loopholes.
Mandatory situational assessment before high-speed response — requiring responders and supervisors to consider time of day, weather, visibility, traffic, and pedestrian presence before escalation.
Strict documentation requirements whenever lights/sirens are not used or speed thresholds are exceeded, including supervisory review.
Supervisory oversight and independent review for every Gate Runner incident that results in injury or death, with findings shared transparently with families and base communities within reason.
Training standards requiring all responding personnel to complete scenario-based exercises on emergency driving, due regard, de-escalation, and safe pursuit termination.
Community transparency — requiring bases to publicly acknowledge incidents and make redacted summaries of reviews available to families and the public.
These are not radical requests. They are common-sense standards already used by civilian police departments nationwide. Military families and the surrounding communities deserve the same protection. Ryker’s life mattered. His death exposed a dangerous gap in military policy — one that can, and must, be fixed. By signing this petition, you’re helping us demand accountability, consistency, and reform. You’re helping ensure that no other family loses a child to preventable confusion and lack of oversight.
