The Issue

Illegal vapes are putting our children at risk. It’s time to crack down.

As a doctor, I’m deeply concerned about the illegal vapes getting into children’s hands. I’m asking parents, community leaders and anyone who cares about the future of our children and our high streets to stand with us.

Illegal vapes contain substances children may have no idea they’re inhaling. Research from the University of Bath found Spice in 13% of vapes confiscated from schools — rising to around one in four in some parts of England.

But we can do something about this.  The Government already has the power to introduce a retail licensing scheme in England, making shops selling vapes more accountable and helping enforcement agencies tackle rogue retailers. Please help me by adding your name to force the Government to set out when it will put those powers into action.

  1. Crack down on rogue retailers: Introduce retail licensing so vape sellers can be held properly accountable.
  2. Keep illegal vapes off shelves: Strengthen product checks so illegal and non-compliant products can be identified and removed.
  3. Back Trading Standards:  Give enforcement teams the resources they need to act against businesses breaking the law.

We, the undersigned, call on the UK Government to take stronger action against illegal vapes and the retailers selling them.

Research has found the synthetic drug Spice in vapes confiscated from schools, while illegal products can also breach existing rules on ingredients, nicotine strength and product standards.

The Tobacco and Vapes Act 2026 gives the Government powers to introduce retail licensing in England.

We call on the Government to publish a timetable for its retail licensing consultation, strengthen action against illegal products and ensure Trading Standards has the resources needed to enforce the law.

The powers exist. We are asking the Government to set out how and when they will be used.
