PETITION TO REQUIRE HOMEOWNERS INSURANCE AND TIMELY WATER HEATER REPLACEMENT
Monroe Township, New Jersey
To: The Mayor and Township Council of Monroe Township, New Jersey
We, the undersigned residents and taxpayers of Monroe Township, respectfully petition the municipal government to enact an ordinance requiring:
1. All owners of condominiums, townhomes, and other units within multi-family or multi-unit residential buildings to carry and maintain active homeowners insurance coverage at all times, regardless of mortgage status; and
2. All residential hot water heaters located within such units to be replaced no later than 12 years from the date of manufacture, with a recommended replacement at 10 years, in accordance with standard industry best practices.
Purpose of the Proposed Ordinance
· This ordinance will help protect the safety, financial stability, and well-being of all residents in multi-unit buildings. Specifically, it will:
· Reduce the risk of property damage and liability disputes between neighboring units
· Ensure more rapid recovery and repairs after accidents, water leaks, or disasters
· Lower the financial burden on HOAs and other homeowners caused by uninsured or outdated systems
· Promote responsible homeownership and safeguard building infrastructure
Specific Provisions Requested
1. Homeowners Insurance Requirement
· All unit owners in multi-family dwellings must carry and maintain an active homeowners insurance policy that includes dwelling improvements, personal liability, and personal property coverage
· Proof of insurance must be submitted annually to the HOA or a designated municipal office
· Owners must report any policy lapse, cancellation, or changes in coverage immediately
2. Hot Water Heater Replacement Requirement
· All hot water heaters within condo or multi-unit dwellings must be replaced no later than 12 years from the date of manufacture
· Replacement at 10 years is strongly encouraged, in alignment with industry recommendations
· Proof of installation or replacement date must be provided to the HOA or designated municipal official upon request
We respectfully urge the Mayor and Township Council to adopt this ordinance to improve safety, reduce risk, and protect property values across Monroe Township.
