Petition for the Resignation of Prime Minister Nikol Pashinyan, Dissolution of the Civil Contract Party, and Legal Accountability

ՄԻՋԱԶԳԱՅԻՆ ՀԱՅՏԱՐԱՐՈՒԹՅՈՒՆ՝ ՎԱՐՉԱՊԵՏ ՆԻԿՈԼ ՓԱՇԻՆՅԱՆԻ ԱՐԺԱՆԱԶՐԿՄԱՆ, «ՔԱՂԱՔԱԿԱՆ ՊԱՅՄԱՆԱԳԻՐ» ԿՈՒՍԱԿՑՈՒԹՅԱՆ ԼՈՒԾՄԱՆ ԵՎ ԻՐԱՎԱԲԱՆԱԿԱՆ ՊԱՏԱՍԽԱՆԱՏՎՈՒԹՅԱՆ ՊԱՀԱՆՋՈՎ

We, the undersigned, demand the immediate resignation of Prime Minister Nikol Pashinyan, the dissolution of the Civil Contract Party (CP), and the initiation of legal proceedings against all responsible officials for their repeated violations of the Armenian Constitution and betrayal of the public trust.

Grounds for Petition

1. Illegitimacy of Leadership

As of recent polls, Prime Minister Pashinyan holds an approval rating of just 11%, reflecting a profound loss of public confidence.
With such minimal support, he lacks the democratic mandate to make decisions on behalf of the Armenian people—especially those affecting national sovereignty and constitutional order.

2. Repeated Violations of the Armenian Constitution

Pashinyan’s administration has bypassed constitutional procedures in key decisions, including foreign policy shifts, security agreements, and the handling of Artsakh and Armenian POWs..

The government has ignored constitutional protections for territorial integrity and national identity, undermining the rule of law and democratic governance.

3. Abandonment of Artsakh and National Security

The surrender of Nagorno-Karabakh and the failure to protect its Armenian population constitute a historic betrayal.
Over 100,000 Armenians were displaced, and cultural heritage sites are now at risk of erasure—without any meaningful international guarantees secured by the government. To this day, Artsakh’s displaced population continues to face unresolved housing issues, with thousands still lacking permanent shelter, stability, and access to basic services. This failure to ensure dignified resettlement and protection constitutes a historic betrayal of the Armenian people.

4. Suppression of Democratic Freedoms

The Civil Contract Party has weaponized state institutions to silence dissent, intimidate journalists, and marginalize opposition voices.
Peaceful protests have been met with disproportionate force, and political persecution has become routine.

5. Demand for Justice and Accountability

These actions are not merely political failures—they are violations of constitutional and international law.
All officials complicit in these decisions must face independent legal investigation and prosecution.

The immediate resignation of Prime Minister Nikol Pashinyan.
The dissolution of the Civil Contract Party, which has acted as an enabler of systemic abuse.

The launch of independent legal proceedings to investigate constitutional violations, abuses of power, and national betrayal.
The restoration of democratic institutions, including judicial independence and free elections under international supervision.

This is not a partisan appeal—it is a call for justice, dignity, and the survival of Armenia as a sovereign democratic nation. We must act now to restore the rule of law and ensure that no leader can override the will of the people or the Constitution.

Մենք՝ ստորագրողներս, պահանջում ենք վարչապետ Նիկոլ Փաշինյանի անհապաղ հրաժարականը, «Քաղաքական պայմանագիր» կուսակցության լուծարումը և բոլոր պատասխանատու պաշտոնյաների նկատմամբ իրավական գործընթացների մեկնարկ՝ Հայաստանի Սահմանադրության բազմակի խախտումների և ժողովրդի վստահության դավաճանման հիմքով։

Հիմնավորումներ

1. Ղեկավարման անօրինականություն

Վերջին հարցումների համաձայն՝ վարչապետ Փաշինյանի վարկանիշը կազմում է ընդամենը 13%, ինչը վկայում է ժողովրդի վստահության խորը կորստի մասին։
Այսպիսի ցածր աջակցությամբ նա չունի ժողովրդավարական լիազորություն՝ Հայաստանի ժողովրդի անունից որոշումներ կայացնելու, հատկապես՝ ազգային ինքնիշխանության և սահմանադրական կարգի վերաբերյալ։

2. Սահմանադրության բազմակի խախտումներ

Փաշինյանի կառավարությունը շրջանցել է սահմանադրական ընթացակարգերը՝ արտաքին քաղաքականության, անվտանգության և Արցախի հարցերում։

Անտեսվել են Սահմանադրությամբ ամրագրված ազգային ինքնության և տարածքային ամբողջականության պաշտպանությունը։

3. Արցախի հանձնման և ազգային անվտանգության ձախողում

Արցախի հանձնման և հայ բնակչության պաշտպանության ձախողումը պատմական դավաճանություն է։

Ավելի քան 100,000 հայեր տեղահանվել են, իսկ մշակութային ժառանգության հուշարձանները վտանգված են՝ առանց որևէ միջազգային երաշխիքների։

4. Ժողովրդավարական ազատությունների ճնշում

«Քաղաքական պայմանագիր» կուսակցությունը օգտագործել է պետական կառույցները՝ ընդդիմախոսներին լռեցնելու, լրագրողներին ահաբեկելու և ընդդիմադիր ձայները մարգինալացնելու համար։
Խաղաղ ցույցերը հաճախ ճնշվել են անհամաչափ ուժով, իսկ քաղաքական հետապնդումները դարձել են սովորական։

5. Պահանջ՝ արդարություն և պատասխանատվություն

Այս գործողությունները պարզապես քաղաքական ձախողումներ չեն, այլ՝ Սահմանադրության և միջազգային իրավունքի խախտումներ։
Բոլոր պաշտոնյաները, որոնք ներգրավված են այս որոշումներում, պետք է ենթարկվեն անկախ իրավական քննության և պատասխանատվության։

Վարչապետ Նիկոլ Փաշինյանի անհապաղ հրաժարականը։
«Քաղաքական պայմանագիր» կուսակցության լուծարումը, որպես համակարգային չարաշահումների խթանող։

Սահմանադրական խախտումների, իշխանության չարաշահումների և ազգային դավաճանության վերաբերյալ անկախ իրավական գործընթացների մեկնարկ։

Ժողովրդավարական ինստիտուտների՝ այդ թվում՝ դատական անկախության և միջազգային վերահսկողությամբ ազատ ընտրությունների վերականգնում։

 Ինչու է սա կարևոր

Սա ոչ թե կուսակցական կոչ է, այլ՝ արդարության, արժանապատվության և Հայաստանի՝ որպես ինքնիշխան ժողովրդավարական պետության գոյության հարց։
Մենք պետք է գործենք հիմա՝ օրենքի գերակայությունը վերականգնելու և ապահովելու համար, որ ոչ մի ղեկավար չկարողանա անտեսել ժողովրդի կամքը կամ Սահմանադրությունը։
