The Issue
Bottom Line Up Front:
We respectfully request the immediate removal of Dr. Julie Vitale as Superintendent of Oceanside Unified School District (OUSD). The Board of Trustees has both the authority and the obligation to act in the best interest of students and the community. Dr. Vitale's leadership has resulted in academic, financial, and operational decline.
Summary of Key Issues:
Plummeting Academic Outcomes: English and math proficiency have declined despite increased funding. Graduation rates appear inflated and disconnected from student performance.
Falling Enrollment: OUSD enrollment dropped from 18,055 in 2018 to 15,297 in 2024.
Deteriorating Infrastructure: School closures and overcrowding have led to unsafe learning environments, including active construction zones at Pablo Tac Elementary.
Fiscal Mismanagement: Temporary COVID and DoD funding has masked long-term deficits; no lasting solutions have been implemented.
Unqualified Hiring Practices: Staff without credentials were hired and subsequently removed, disrupting student learning.
Transparency Violations: Board meeting times were changed to discourage attendance; public access broadcasting was eliminated, undermining community oversight.
Civil Rights & Safety Concerns: IEP violations, suppression of religious groups through legal intimidation, and DEI policies that prioritize ideology over student outcomes have placed federal funding at risk and eroded trust.
For creating an undue burden on military families. School start times on Camp Pendleton were designated to start one hour later. Parents have been put into an unreasonable situation without as much of reason other than buses, however most students walk to school.
Using her company credit card for personal use. This credit card is funded with taxpayer money. When approached with this information, Dr. Vitale was mum about it and passed the blame to her executive assistant.
Conclusion:
Dr. Vitale has not served the best interests of Oceanside’s students or families. The decline in academic performance, operational instability, and erosion of community trust require immediate leadership change. The Board must act decisively and remove Dr. Vitale from her position.
