We, who live in and around the City of North Plains, submit this petition to demand the immediate review and termination of Bill Reid from his position as City Manager. We believe that Mr. Reid’s continued employment is detrimental to the best interests of our community for the following reasons: 

1. Opposition to voters: Mr. Reid is actively planning for an Urban Growth Boundary expansion of a similar size to the expansion that voters rejected by 71% just two years ago.
2. Poor use of taxpayer money: We estimate that Mr. Reid has caused the City to spend at least $866,000 in tax dollars and grant match on planning for a massive and unnecessary expansion. We estimate the total taxpayer money spent is $1 million to $1.1 million on a project that the voters rejected. The exact amount is unknown, because…
3. Failure to account: Despite these significant expenditures, there is no accounting for this project, and Mr. Reid has failed to complete City audits since 2021, causing the city to pass a biennial budget without a starting balance since 2021.
4. Failure to respond to voter intent: Like the first UGB expansion process, this second attempt also lacks meaningful public engagement, and the majority of the public input that Mr. Reid has received has been in opposition to the new proposed expansion.
5. Assumption of roles beyond his contract: Appointing himself as acting planning director and acting finance director in addition to City Manager.

For these reasons and more, we urge the City Council to terminate the City Manager’s contract in order to protect the City, our community, and our tax dollars.
