We, residents of Heatherbloom Road, are concerned members of the community who would like to address the issue of cut-through traffic on Heatherbloom Road westbound leading to the entrance of Burke Rehabilitation Hospital. We believe that this cut-through traffic poses a significant risk to the safety of pedestrians and homeowners alike, and we are petitioning for the reinstallation of the No Right Turn sign at the entrance of Burke Rehabilitation Hospital westbound.

Cut-through traffic on Heatherbloom Road is a significant problem, as drivers seek to avoid traffic on other routes (Bryant and Mamaroneck Ave) to enter Burke Rehabilitation Hospital. This has had a negative impact on the quality of life for residents on Heatherbloom Road.

Supporting the reinstallation of the No Right Turn is:

1. A traffic study conducted by the Transportation Commission of the City of White Plains that showed: 1. one third of all westbound traffic on Heatherbloom Road turned right into Burke in a one hour time period; 2. over 60 vehicles turned right into Burke in a one hour period; 3. a speeding indicator showed an average speed of 38 mph in a one hour time period.
2. A No Right Turn sign is consistent with the No Left Turn sign that currently exists at Burke’s exit on Heatherbloom Road. The No Left Turn sign is designed to protect Heatherbloom Road and surrounding streets from cut-through traffic. A No Right Turn sign would have a similar effect.
3. Burke is located within a R1-30 Residential One Family zoning district, which requires additional restrictions on commercial and through traffic. As stated in code Section 5.4.1.1 - "To avoid, as far as possible, commercial traffic and through traffic of all kinds in residential areas." 
4. The Mayor of White Plains, Traffic Commissioner, and Gedney Farms neighborhood association representing 500 households support this measure.

We urge the Common Council to consider our petition, vote yes on this measure, and reinstall the No Right Turn sign.
