The City must consider every properly submitted objection. Volume and substance matter.

Why this matters now:

The current application seeks extensive departures and major changes from the originally approved building envelope. These include significant increases in bulk, coverage, height, and building line relaxations. Collectively, these departures enable a development substantially larger and more intensive than what was originally proposed.

There are serious concerns regarding:

• Environmental compliance within approximately 100 metres of the coastline

• Compliance with the National Environmental Management Act (NEMA)

• The cumulative impact of height and bulk along a sensitive beachfront corridor

• Wind tunnel and microclimate effects between high-rise buildings

• Infrastructure strain, including existing municipal water pressure issues

• Increased traffic and parking congestion in an already stressed area

• The site’s location within the Koeberg Restriction Area Overlay Zone and associated evacuation considerations

• Title deed restrictions limiting building size and land use, including concerns that the proposed development exceeds the covered erf limitations contained in the title conditions

These are not minor technical amendments. They represent substantial intensification and permanent departures that will shape the character and functioning of the Blouberg beachfront for decades.

My objection is based on the following concerns:

1. Excessive Departures and Major Changes

   The application seeks significant departures from height, bulk, coverage, and building line restrictions, enabling a substantially intensified development compared to the originally proposed plans. These cumulative changes alter the scale and impact of the project materially.

2. Coastal and Environmental Sensitivity

   The site lies within approximately 100 metres of the coastline. Development of this scale must comply fully with coastal management policies and the National Environmental Management Act (NEMA). The cumulative environmental impact requires careful scrutiny.

3. Wind and Built Form Impacts

   High-rise construction along the beachfront corridor can create wind tunnel effects and microclimate changes that affect neighbouring buildings and public spaces. These impacts must be properly assessed and mitigated.

4. Koeberg Restriction Area Considerations

   The site falls within the Koeberg Restriction Area Overlay Zone. Increased permanent residential density raises evacuation, safety, and emergency management considerations that require careful evaluation.

5. Infrastructure Capacity

   Existing high-rise buildings in the area already experience municipal water pressure issues. Traffic congestion and parking shortages are ongoing concerns. The additional residential density may place further strain on already stressed infrastructure.

6. Title Deed Restrictions

   The property’s title deed imposes restrictions regarding land use and development extent. Any proposal that exceeds the covered erf size limitations or alters the permitted use must be rigorously assessed and lawfully justified.

For these reasons, I respectfully request that the City refuse the application, or at minimum require comprehensive reassessment to ensure full compliance with environmental, infrastructure, and planning requirements.
