This petition is made pursuant to section 4-1-23 Hawaii Administrative Rules (HAR) to request the Board of Agriculture and Biosecurity (DAB) and/or the Department of Agriculture and Biosecurity (DAB) adopt an interim rule under section 150A-9.5 Hawaii Revised Statutes (HRS) to prohibit the transportation of material that may introduce coconut rhinoceros beetle (Oryctes rhinoceros) (CRB) to the island of Molokai.
