PETITION TO OPPOSE THE PROPOSED HOA ASSESSMENT INCREASE TO $402 PER MONTH
To: The Board of Directors of Windsor Crossing
Date: 9/12/2026
We, the undersigned homeowners and residents of Windsor Crossing, respectfully oppose the proposed amendment to the 2026 budget that would increase the monthly HOA assessment to $402 beginning in November 2026.
We are asking the Board to reconsider this increase because:
- The HOA assessment has already increased once in 2026, from $291 to $317 per month, beginning in March 2026.
- This first increase was $26 per month, or approximately 8.93%.
- The proposed increase from $317 to $402 would add another $85 per month, an increase of approximately 26.81%.
- If approved, homeowners will have experienced two assessment increases in less than one year.
- The total increase from the original $291 assessment to the proposed $402 assessment would be $111 per month, or approximately 38.14%. A $402 monthly assessment represents an additional $1,332 per year compared with the original $291 monthly assessment.
We respectfully request that the Board:
- Reject the proposed increase to $402 per month.
- Provide homeowners with a detailed explanation and financial justification for the proposed increase.
- Provide a transparent accounting of the HOA's current financial position, reserves, expenses, and projected needs.
- Explore reasonable alternatives to such a substantial increase, including cost reductions, prioritization of expenses, and other options.
- Give homeowners an opportunity to review and discuss the proposed budget amendment before any increase is approved.
The proposed increase from $317 to $402 per month represents a 26.81% increase in the monthly assessment and an additional $1,020 per year for each homeowner. This increase substantially exceeds the 15% threshold referenced in Maryland Real Property §11B-112.2(f), which provides procedural protections when expenditures result in an increase in assessments exceeding 15% of the previously adopted budget.
We therefore request that the Board provide homeowners with a detailed accounting identifying the expenditures, reserve requirements, and other financial obligations that necessitate the proposed $85 monthly increase, and explain whether the proposed increase requires a budget amendment and special meeting under §11B-112.2(f).
We further request that the Board provide homeowners with adequate notice, an opportunity to review the proposed budget, and a meaningful opportunity to comment before the increase is adopted.
We understand that an HOA must maintain the community and meet its financial obligations. However, a nearly 27% increase on top of an 8.93% increase within the same year places a significant additional financial burden on homeowners.
We believe homeowners deserve transparency, accountability, and a meaningful opportunity to participate in decisions that substantially affect their financial obligations.
We therefore respectfully ask the Board to stop or reconsider the proposed increase to $402 per month.
