My name is Stephanie Cannon and I live off of Old Reaves Ferry Road.  The Beaver Dam Swamp that touches this property runs through my property and  on the back side of many other peoples properties on Old Reaves Ferry.  I have spoke at numerous rezoning and community meetings in recent years.  I am looking for more people to be able to be heard and express their feelings about this development.  My neighbors have prepared this petition to help and be an official way for us to present to the rezoning committee how many people are opposed.  Please take time and sign this petition!

PETITION: to OPPOSE REZONING of The Cole Tract PIN# 32200000041 from FA to MRD-P Corner of HWY 905 & Old Reaves Ferry Rd. and Establish the Old Reaves Ferry Conservation Overlay Zone

Regarding: Opposition to the rezoning #2026-03-001. Protection of wildlife habitat, the sensitive ecosystem, wetlands, swamps & their tributaries, floodplain and floodway surrounding the Waccamaw River, infrastructure along with our community’s safety on both sides of Old Reaves Ferry Road from Hwy 905 to the Waccamaw River.

We, the undersigned residents, property owners and stakeholders of Horry County, formally petition Horry County to DENY the Cole Tract rezoning request from FA to MRD-P. Furthermore, we petition for the creation of a protective Old Reaves Ferry Conservation Overlay Zone.

Our opposition to the rezoning:

-Approving this rezoning will set a precedent for Old Reaves Ferry Road that will open the floodgates for MRD rezoning requests on this road. If one is allowed to be rezoned for MRD then any others that want to rezone to MRD will be allowed by County Council.

-Lack of infrastructure: Road Updates & New Roads, Police, Fire, EMS, Schools, Teachers, Hospitals, Doctors, Nurses & Grocery Stores among many others.

-168 acres of Scenic & Conservation land should not have homes built up to sensitive wetlands that connect directly to Dam Swamp which is the drainage for thousands of acres of property in this area.

-The entrance placements will add more congestion close to an already dangerous intersection, traffic will be at a standstill, and every driver using these roads will be at risk.

-OFFSITE GAS STATION TO BE BUILT AT THE INTERSECTION by a COMMERCIAL DEVELOPER contributing $200,00 toward the traffic light & a 25ft right of way. This will bring additional major congestion. A traffic light will not offset the number of added vehicles on both roads. Gas stations available within ¾ mile in each direction on Hwy 905.

-HWY 905 is dangerous, has heavy congestion with bumper to bumper traffic, frequent accidents that can block the road for over an hour and multiple deaths.

-Old Reaves Ferry Road has become a dangerous short cut that closes several times a year because of flooding and is currently waiting for the Stanley Creek Bridge replacement that will close this road for about 9 months. This road will already be taking on at least 1,000 more vehicle trips a day from Westbury Plantation that was given approval with FA zoning.

-Rezoning will add thousands of daily vehicle trips to the over 9,000 trips coming from already approved but not built homes.

 

Why we need the overlay

Our flood risk continues to increase with the amount of over-development that Horry County continues to greenlight in environmentally sensitive areas. Increased flooding on Old Reaves Ferry Road even during localized rainfall events closes this road. One of the home buyouts from after Hurricane Florence was on Oakmont Lane. The damage to this area of the Waccamaw River has already been done. Continuing to allow major developments in this area with the current stormwater regulations & Land development ordinances using either current zoning or rezoning on either side of Old Reaves Ferry Road in this area will have devastating effects on the floodplain surrounding the Waccamaw River; directly affecting the safety of our community, the residents, their homes & property; which could have a catastrophic outcome for our community.

We Request: Deny the rezoning #2026-03-001 be denied. Establish a Protection Overlay: A moratorium on developments using current zoning or rezoning should be enacted to allow time to establish the Old Reaves Ferry Conservation Overlay Zone which must encompass all parcels fronting, adjacent or directly utilizing access along Old Reaves Ferry Road, spanning from the Highway 905 intersection to the Old Reaves Ferry Boat Landing.
