The Issue
Petition to Oppose Proposed Development
We, the undersigned parents, guardians, and residents of the City of Bartlett, respectfully submit this petition in strong opposition to the proposed apartment development, with a proposed location at the northeast quadrant of Highway 64 and Highway 70 (the “Proposed Development”), which would directly overlook the outdoor playground of Little Bears Preschool (the “Daycare”), located at 6975 US Highway 70, Bartlett, TN 38133.
Reasons for Opposition:
1. Children’s Safety and Privacy: The Proposed Development poses a serious threat to the privacy and safety of young children who attend the Daycare. Elevated residential units with direct line-of sight into a children's playground create opportunities for inappropriate surveillance, harassment, and a general sense of insecurity among staff, parents, and children.
2. Negative Impact on Child Development and Well-being: The Daycare's outdoor space is essential for the healthy growth and development of its students. The presence of nearby apartment windows creates an environment of constant observation, which can discourage outdoor play and cause anxiety for both children and caregivers.
3. Violation of Reasonable Expectations of Privacy: Parents choose this Daycare with the understanding that their children will be in a secure and private environment. The Proposed Development undermines that assurance and erodes community trust.
4. Reduced Daycare Enrollment and Community Impact: As a direct result of this development, parents may withdraw their children from the Daycare or choose alternative care options, which could threaten the Daycare’s ability to remain operational and negatively impact the local economy and working families.
5. Alternative Development Options Exist: We recognize the need for housing, but believe this site is inappropriate for high-density residential development. We urge the City to explore alternate locations or design modifications that preserve the privacy of the Daycare and its students.
We Request That:
· The City deny approval for the current development proposal in its present form.
· A thorough impact assessment be conducted regarding the effects on the Daycare and its families.
· The City engage in transparent consultation with daycare staff, parents, and local residents to identify mutually acceptable alternatives.
