Petition to Oppose Historic District Designation for Haverhill Highlands Neighborhood

We, the undersigned homeowners and residents of Haverhill Highlands, respectfully submit this petition to oppose the designation of our neighborhood as a Historic District. We believe that the proposed designation would have significant negative impacts on our property values, tax obligations, and the flexibility to make necessary improvements and renovations to our homes.

Reasons for Opposition:

Decreased Property Value Flexibility: While historic designation may increase property values for some homes, the restrictive regulations can make it difficult to make necessary improvements, reducing market appeal and resale potential.
Increased Property Taxes: An increase in property values can lead to higher property taxes, placing a financial burden on homeowners, especially those on fixed incomes.
Strict Regulatory Burdens: The historic designation imposes complex regulations that limit exterior changes, renovations, and repairs, potentially increasing the cost and time required to maintain properties.
Decreased Marketability: Properties within historic districts can face challenges during resale, as potential buyers may be deterred by the stringent guidelines and approval processes for modifications.
Lack of Homeowner Autonomy: We believe homeowners should have the freedom to make improvements to their properties without excessive oversight from historic commissions.
We urge the City of Haverhill to consider the concerns of affected homeowners and reject the proposed historic district designation for Haverhill Highlands. We believe that preserving our neighborhood’s character can be achieved without restrictive and burdensome regulations.
