Urgent Call for International Action to Stop Crimes Against Humanity

To:

Secretary-General and President of the United Nations Security Council

UN Member States

International Human Rights Bodies

We, the undersigned, urgently call on the international community to invoke the Responsibility to Protect (R2P) in response to the ongoing and systematic crimes committed by the Islamic Republic of Iran against its own people.

For decades—and with escalating brutality in recent years—the authorities//Officials of the Islamic Republic in Iran have engaged in mass killings, widespread torture, abduction andenforced disappearances, arbitrary detention, and persecution. More than 30,000 people have been killed, and today thousands of innocent civilians and unarmed, including protesters, activists, women, students, and ethnic minorities, are being tortured and imprisoned simply for demanding freedom and dignity.

These acts constitute crimes against humanity under international law.

Decades of diplomatic engagement, dialogue, and negotiations with the Islamic Republic in Iran have demonstrably failed to protect the Iranian people or halt grave human rights violations. Repeated efforts based on appeasement, goodwill, or political compromise have not resulted in meaningful improvements; instead, they have coincided with escalating repression, mass killings, and systematic abuse. Continued reliance on negotiations without enforceable accountability mechanisms only emboldens the perpetrators and prolongs the suffering of civilians. In the face of crimes against humanity, diplomatic engagement alone is neither sufficient nor appropriate. What is required is decisive international action grounded in international law and the Responsibility to Protect.

The Islamic regime in Iran has manifestly failed to protect its population. Instead, it is the primary perpetrator of violence against its own people. Under the principles unanimously endorsed by UN WorldSummit in 2005, the international community has both a legal and moral obligation to act when a state commits or enables mass atrocities.

We therefore demand:

1. Immediate invocation of the Responsibility to Protect (R2P) for Iran

2. Urgent international action to stop the ongoing mass killings in detention centers, torture, and executions

3. An independent UN-led investigation into crimes against humanity in Iran

4. Targeted sanctions against individuals and institutions responsible for atrocities

5. Immediate access for UN Special Rapporteurs and human rights monitors to all detention centers and prisons

6. Immediate release of political prisoners, detainees, and abducted protestors

7. Accountability through international legal mechanisms, including referral to international courts

Silence and inaction enable further bloodshed.

Failure to act is not neutrality—it is complicity.

The people of Iran are asking for protection, justice, and the most basic human rights. The world must not look away.

Invoke R2P.

Protect the people of Iran.

Act now.
