We, the undersigned residents and stakeholders of Hubert, NC, hereby petition the North Carolina General Assembly to grant incorporation to the unincorporated community of Hubert as the Town of Hubert.

Our purpose is clear and urgent: to restore local control, protect our community from unchecked overdevelopment, and give the people of Hubert a voice in how we grow.

For too long, critical decisions about land use, zoning, infrastructure, and quality of life in Hubert have been made by outside entities—county officials in Jacksonville, developers from out of town, and neighboring municipalities with their own agendas.

Meanwhile, Hubert bears the burden:

Dangerous traffic bottlenecks at Queens Creek and Sandridge.

Clear-cutting of wetlands and flood-prone land.

Rezoning for high-density housing without regard for infrastructure.

Zero say in decisions that directly impact our roads, schools, and environment.

This is not responsible governance—it’s exploitation. And we’ve had enough.

We are not anti-growth. We are pro-community.

Incorporation will allow Hubert to:

Create our own zoning and land-use rules to protect natural resources and preserve the community’s character.

Elect our own town government, made up of residents who live here, understand local concerns, and are accountable to us.

Plan smart, sustainable growth with infrastructure that actually works for our people—not just for developer profits.

Secure funding through grants, local taxes, and state programs for roads, drainage, safety, and public services.

This isn’t radical—it’s overdue. Hubert is no longer a forgotten rural outpost. We are a growing, vibrant, and diverse community with families, veterans, small business owners, and generations of residents who deserve to be heard.

We respectfully urge our state legislators to support our right to incorporate, and we call on every resident who cares about the future of Hubert to sign this petition.

Let’s stop letting other people decide what happens to our community.
