Petition to Impose a Lifetime Ban on Animal Ownership for Convicted Abusers

The Issue

Animals are innocent, loving creatures that rely on humans for care and protection. Yet, every day, many suffer at the hands of cruel and heartless individuals who abuse, neglect, and mistreat them. While current laws allow courts to impose bans on animal ownership, these are often short-term, allowing convicted abusers to regain access to animals after only a few years. This puts more animals at risk of enduring the same suffering.

 

My family and I have always loved animals, especially cats. We’ve cared for them, loved them, and treated them as part of our home. Knowing that so many animals out there are suffering because of human cruelty breaks my heart. No animal deserves to be hurt, and no abuser should ever be allowed to own another pet.

We believe that anyone who has deliberately harmed an animal should NEVER be allowed to own one again. A person who has shown the capacity for cruelty should not be trusted with the responsibility of caring for a living being. It is not just about punishment, it is about preventing further harm.

The Philippine Animal Welfare Society (PAWS) monitors over a hundred cases of animal cruelty annually. The organization receives an average of 40 calls daily reporting such incidents, highlighting the prevalence of animal abuse in the country.  (EN.WIKIPEDIA.ORG)

I demand the government to:

1. Impose a lifetime ban on animal ownership for anyone convicted of animal cruelty – No exceptions. Those who have caused suffering to animals should never have the chance to do it again.

2. Strengthen enforcement of the ban – Authorities must actively ensure that convicted abusers are not able to obtain animals through adoption, purchase, or any other means.

3. Create a national registry of animal abusers – Shelters, pet stores, and breeders should have access to a list of individuals prohibited from owning animals.

4. Increase public awareness about animal cruelty laws – People need to know that animal abuse is a serious crime with serious consequences.

Animal cruelty is not a MISTAKE, it is a CHOICE. And those who choose to harm an innocent life should not be given another opportunity to do so. Too many animals have suffered due to weak laws and lenient punishments. We must take a stand to ensure that no animal falls into the hands of an abuser again.
