The growing population of stray cats in the community has led to overbreeding, spread of diseases (such as rabies and FPV), sanitation concerns, and welfare problems for the animals themselves. This petition calls for the implementation of a Trap-Neuter-Vaccinate-Return (TNVR) program to humanely manage the stray cat population, prevent uncontrolled breeding, and reduce the spread of diseases in the community. Furthermore, we respectfully request that this initiative be handled in coordination with animal welfare organizations in Pampanga, in partnership with barangay officials, to ensure proper implementation, veterinary support, and long-term sustainability of the program.
