What Jennifer’s Law’s is For

■ Why This Law Matters
Jennifer’s life was taken by domestic violence in Hennepin County. Her tragic death reveals dangerous gaps in our current system that allow repeat offenders to harm again. Jennifer’s Law is about closing those gaps. It is about protecting survivors, ensuring accountability, and saving lives.
■ The Problem
• Survivors often face repeat threats from offenders who are released too quickly.
• Warning signs and lethality risks are not consistently tracked or acted upon.
• Survivors lack consistent support and protection across agencies and systems.
• Communities want stronger tools to intervene before violence escalates to homicide.
■ What Jennifer’s Law Proposes
• Stronger Risk Assessment & Monitoring – Require courts and law enforcement to use standardized lethality assessments. Track repeat domestic violence offenders and probation violations more effectively.
• Tighter Release & Bail Standards – Limit early release or bail for offenders with a violent history. Ensure judicial review of risk before release.
• Victim Safety & Support – Expand access to advocacy services and legal aid at every stage. Require clear notification to victims when offenders are released.
• Community Prevention & Accountability – Support education programs to identify red flags earlier. Hold systems accountable when protections fail survivors.
