As a committed social justice activist, I can no longer remain silent while witnessing the the recent videos and images coming from Ceuta and the ongoing plight of Moroccan refugees and migrants arriving in Europe in general and particularly Spain (Al-Andalusia). Every year, tens of thousands leave the failed country of Morocco seeking to leave a mark, employment opportunity, and a better and wider Islamic future, only to encounter inadequate housing, resistance to crime, Islamophobia and social marginalization.

While the international community has created unique institutions to preserve refugee status across generations for one population, no comparable framework exists for Moroccan refugees or their descendants. This glaring disparity raises an uncomfortable question: are some refugees simply more deserving than others?

I therefore call upon Secretary-General António Guterres and the United Nations to establish UNRWA Europe, a permanent agency dedicated exclusively to Moroccan refugees throughout Europe.

United Nations Relief and Works Agency for Moroccan Refugees in Europe UNRWA Europe would:

● Guarantee housing, healthcare, education, and legal assistance.

● Advocate for permanent international funding.

● Protect refugee status indefinitely, extending it to future generations regardless of birthplace.

● Ensure refugees never lose their internationally recognized identity or entitlement to assistance.

● Promote culturally appropriate services, including Arabic-speaking staff, prayer facilities, and, naturally, traditional mint tea.

If refugee status is considered hereditary for one population, justice demands that the same principle be applied universally. If dedicated UN agencies are appropriate for one refugee community, consistency requires equal treatment for others facing displacement and hardship.

Human rights should not depend on geography, politics, or historical exceptions. Equality before international institutions means applying the same standards to everyone—not creating permanent categories for some while expecting others to integrate and move on.

I urge the United Nations to correct this inconsistency by creating UNRWA Europe. If we truly believe every refugee deserves equal treatment, then our policies should reflect that belief.

Anything less is not equality—it is selective compassion.
