Scientific research has consistently demonstrated their advanced cognitive abilities, including self-awareness, problem-solving, emotional depth, and intricate social structures. These traits make them particularly vulnerable to psychological and physical harm when confined in artificial environments.
Despite these findings, many whales and dolphins remain in captivity across the country, often in facilities that cannot replicate the vastness, complexity, or freedom of their natural ocean habitats. Captive conditions frequently lead to stress, abnormal behaviors, shortened lifespans, and compromised health. Breeding programs perpetuate this cycle, denying future generations the opportunity to live freely and naturally.
We believe that the continued captivity and breeding of these sentient beings is ethically indefensible and scientifically unjustified. It is time for the United States to join the growing global movement that recognizes the rights of marine mammals to live free from confinement and exploitation.
We respectfully request that you champion legislation that would:
- Ban the keeping of whales and dolphins in captivity for entertainment, research, or breeding purposes.
- Prohibit the breeding of whales and dolphins in captivity.
- Support the development coastal sanctuaries for the rehabilitation and retirement of formerly captive individuals.
- Promote public education and conservation efforts that respect the autonomy and dignity of marine mammals.
