Pueblo Animal Protection Act (PAPA) of 2017 establishes standards and guidelines for public and private animal shelters that care for stray, abandoned, abused, and owner surrendered animals in the city of Pueblo, CO. PAPA works to ensure that shelters protect animals regardless of leadership or funding sources. It recognizes and advances community goals for saving healthy animals; states that saving these animals is compatible with public safety; defines animal holding periods; sets standards for animal care; creates standards for euthanasia; establishes live release rate requirements (increase to 90% from 80%); defines rules for inter-shelter transfers; and requires the animal shelters be obligated to the City. PAPA shall not impact the current city animal services contract. The requirements of this ordinance can be accomplished within the current City/County budget allocated to Animal Services, and creates additional opportunities to save money and generate revenue.
