Petition to deny Redevelopment and Proposed use of 27819 Plymouth Street, Livonia. MI.

The Issue

Currently, there is a Petition(2025-01-02-01, by Eman Enterprises LPC requesting waiver use approval pursuant to Section  6.06 of the City of Livonia Zoning Ordinance) for there to be redevelopment at the address of 27819 Plymouth Road, Livonia, Michigan (site of the now vacant Mickey Shorr building) to establish yet another auto-repair business accompanied by operating Tow Truck/Trucks on the site.

This petition is to express the clear and determined opposition from residents adjacent and nearby in the local residential community and the wider Livonia community to such a business being established on that property.

The issue of noise, light, and other forms of pollution and disruption, not to mention nuisance, will be an inevitable factor for local residents, particularly those of us on Cardwell Street, which shares the cross street with Plymouth.

Constant use of pneumatic drills, heavy tools and machinery, service bays, and tow trucks constantly in operation will be a nuisance for us neighbors beside this property. Which is a mere 5 years from the nearest occupied residence.


The site only consists of a small lot with limited parking and 1500 sf(approx) building, smaller then most 2 to 3 bed houses. There is no parking in Plymouth, so therefore it is conceivable that there is huge potential for parking chaos to ensue on Cardwell Street.

The site itself, while commercial, is not developed for use as a large industrial unit, especially considering it centered in a residential community housing all around it and the bedrooms of a motel a few yards across the street.

Also, the nuisance of such a business could lead to property value decline for those on Plymouth; that is not fair to residents.

There are already eight established Auto-Repair businesses operating on the half-mile stretch on that part of Plymouth Road. There is no need nor demand for yet another Auto-Repair business. It would be market saturation in a community in which the population is slowly declining. It would only serve to harm the already established business or worse yet, see yet another business fail and the building fall into further decline.

This petition is not designed to appear anti-business or anti-competition; those of us who oppose this proposal want to see business thrive at that site, contribute taxes to the city, and bring more jobs, but that business would have to be one that exists in harmony with the surrounding residential community and offer advantages and benefits to the wider community in which yet another noisy Auto-repair business in an already saturated market does not.
