The Issue

To: Saraland City Council and Planning Commission 

We, the undersigned residents, property owners, and stakeholders of Saraland, Alabama, respectfully petition our local government to place a moratorium on the approval of new subdivision developments within our community, specifically Cypress Hollow Subdivision on Celeste Road, until existing infrastructure deficiencies have been adequately evaluated, addressed, and acted upon. 

Our community is experiencing increasing strain on essential infrastructure and public services, including but not limited to:

• Roadways that are already congested or unsafe due to increased traffic volume.
• Drainage systems that are insufficient to handle additional development and may contribute to flooding.
• Water and sewer systems that may lack the capacity to support substantial population growth.
• Schools that are approaching or exceeding enrollment capacity.
• Emergency services, including fire, police, and EMS, that may be unable to maintain current response times with additional growth.
• Environmental impacts affecting local waterways, wetlands, wildlife habitats, and overall quality of life.

We are not opposed to responsible growth. However, we believe that approving additional subdivisions before the necessary infrastructure improvements are completed places an unfair burden on current residents and creates long-term challenges for both existing and future community members.

Therefore, we respectfully request that the Saraland City Council and Planning Commission :

Temporarily suspend approval of new subdivision developments.
Conduct a comprehensive infrastructure impact study.
Develop and publish a plan to address identified deficiencies.
Ensure that future development projects adequately fund or contribute to the infrastructure improvements required to support growth.
Hold public hearings to allow residents meaningful input regarding future development decisions.
We urge our elected officials to prioritize public safety, responsible planning, environmental stewardship, and the long-term sustainability of our community before approving additional large-scale residential developments.
