In consideration of the negative effects that the epidemiological emergency is causing in the countries of origine of all foreign students, 

the difficulties of traveling due quarantine periods for people who had a contact with a Sars-cov 2 infection waiting for test according to current regulations in UEand NON-UE countries,

And in compliance with and protection of the fundamental right to health, in regard to the Community legislation (Charter of Fundamental Rights of the European Union, article 35 - TFEU, articles 9 and 168, Paragraph 1 Treaty on the functioning of the European Union - ECHR European convention for protection of human rights and fundamental freedoms - European Social Charter Article 11)
As there is an obligation on the part of states and public authorities to take all measures aimed at removing or limiting any dangers to the health of the community,
