End the Double Standards. Respect Free Expression. Fix Cheating. Enforce Your Own Rules.
We, the undersigned players, customers, creators, and members of the Call of Duty community, are calling for a boycott of Call of Duty and its related purchases and services until Activision and its development teams address serious concerns regarding selective enforcement, voice-chat restrictions, cheating, account policies, and the inconsistent application of their own Terms of Service.

Call of Duty has built an enormous community around competitive gaming. Players spend their money, time, and energy supporting these games, and in return we expect a fair competitive environment, reasonable moderation, and rules that are applied consistently to everyone.

We are not demanding that Call of Duty allow racism, credible threats, targeted harassment, or bullying.

We are demanding consistency, proportionality, transparency, and accountability.

 
1. RESPECT FREEDOM OF SPEECH
The First Amendment of the United States Constitution protects freedom of speech from government censorship. We recognize that Call of Duty is a private product and that a private company can establish reasonable rules governing its platform.

However, having the legal ability to moderate speech does not mean that every form of speech should automatically receive the harshest possible punishment.

Call of Duty should distinguish between:

Hate speech.
Racist harassment.
Targeted bullying.
Credible threats.
Sustained personal harassment.
Sexual harassment.
Ordinary profanity.
Competitive trash talk.
Frustration and heated arguments during a video game.
Those things are not automatically equivalent.

A player saying something vulgar during an intense competitive match should not necessarily receive the same punishment as somebody deliberately targeting another player with racist harassment or credible threats.

We are asking Call of Duty to exercise reasonable and proportional moderation rather than treating every offensive word as though it represents the most serious category of misconduct.

 
2. IF YOU ONLY ENFORCE PART OF YOUR TOS, WHAT IS THE POINT OF HAVING THE REST?
This is one of the central issues behind this petition.

Call of Duty has Terms of Service and community rules governing player behavior.

Fine.

Then enforce them consistently.

If certain behavior is prohibited, enforce the rule.

If another behavior is prohibited, enforce that rule too.

If the company chooses to aggressively enforce one section of its rules while seemingly allowing other violations to continue, players are left wondering what the rules actually mean.

Selective enforcement does not create a healthier community.

It creates confusion, resentment, and distrust.

If Call of Duty is going to tell players:

"These are our rules."
Then players have every right to ask:

"Why aren't you enforcing all of them?"

If you aren't going to meaningfully enforce your own Terms of Service, then constantly adding more restrictions and punishments isn't doing the community any favors.

Either enforce your rules fairly and consistently, or reconsider the rules that you are unwilling or unable to enforce.

 
3. VOICE-CHAT BANS NEED REFORM
We understand that genuinely abusive conduct should have consequences.

Racism should not be tolerated.

Targeted bullying should not be tolerated.

Threats should not be tolerated.

But profanity is not automatically harassment, and competitive trash talk is not automatically hate speech.

Voice-chat enforcement needs to be:

Clear.
Consistent.
Transparent.
Proportionate.
Evidence-based.
Applied equally.
Subject to a meaningful appeal process.
Players should know what they did, what rule they allegedly violated, and how they can challenge an incorrect punishment.

An automated punishment system should not be the final authority over someone's account with no meaningful way to appeal.

 
4. THE RULES MUST APPLY TO EVERYONE
The community has legitimate concerns about perceived differences in enforcement between ordinary players and high-profile creators or partnered streamers.

If an ordinary player receives a permanent punishment for violating a rule, the same standards should apply to a major content creator who violates that same rule.

Popularity should not create immunity.

Twitch partnership should not create immunity.

YouTube following should not create immunity.

Creator status should not create immunity.

Money should not create immunity.

Nobody should be above the rules.

And nobody should be treated more harshly simply because they are an ordinary customer.

 
5. STOP GIVING CHEATERS A PASS
This is arguably an even bigger problem than voice-chat moderation.

Call of Duty is a competitive game.

Cheating destroys competitive integrity.

Players should not have to wonder whether somebody killed them because they were better—or because they were using unauthorized software, hardware, exploits, or other unfair advantages.

We demand stronger enforcement against:

Aimbots.
Wallhacks.
Unauthorized software.
Hardware-based cheating.
Exploits.
Repeat offenders.
Players who continually create replacement accounts after cheating bans.
If someone is permanently banned for cheating, there needs to be a meaningful reason why that person should be allowed to simply create another account and continue profiting from the game.

And if exceptions exist, explain them publicly and transparently.

 
6. WHY DOES VOICE CHAT RECEIVE MORE ATTENTION THAN CHEATING?
This is where the community's frustration reaches a breaking point.

Players can spend hours dealing with suspected cheaters while simultaneously receiving communication penalties for saying something offensive during a match.

That creates an extremely frustrating perception:

"You have time to police what players say, but not enough time to remove the people ruining the actual game?"

We want the priorities reversed.

Protect competitive integrity.

Fight cheating.

Deal with genuine harassment.

Then address ordinary profanity proportionally.

 
7. INAPPROPRIATE USERNAMES SHOULD ALSO BE ENFORCED CONSISTENTLY
Players have reported seeing usernames containing offensive, hateful, or sexually explicit material while simultaneously seeing players punished for comparatively minor speech.

If a username violates the rules, enforce the rule.

If it doesn't violate the rules, explain why.

The solution should not be arbitrary enforcement.

The standard should be consistent.

 
8. DON'T USE "COMMUNITY SAFETY" AS AN EXCUSE FOR SELECTIVE MODERATION
A safer gaming environment is a reasonable goal.

But safety policies need to be applied consistently.

You cannot reasonably expect players to respect a rulebook when they believe the company itself selectively applies that rulebook.

Moderation should protect players from genuine abuse without turning every instance of profanity, frustration, or competitive trash talk into a major disciplinary offense.

Context matters.

Intent matters.

Severity matters.

Repeated behavior matters.

And proportionality matters.

 
9. WE ARE NOT ASKING FOR NO RULES
Let's be absolutely clear:

This petition is NOT demanding that Call of Duty eliminate moderation.

We are not demanding that racism be permitted.

We are not demanding that threats be permitted.

We are not demanding that targeted harassment be permitted.

We are not demanding that bullying be permitted.

We are demanding that Call of Duty establish reasonable boundaries and enforce them consistently.

There is a massive difference between:

"Allow everything."

and

"Stop treating every instance of profanity like the worst possible offense while other serious problems remain unresolved."

 
10. THE BOTTOM LINE
Call of Duty is a product.

Activision is a business.

Players are customers.

We have the right to decide where we spend our money.

If customers believe that a company's policies are unfair, inconsistent, or ineffective, they can choose to stop purchasing the company's products.

That is what this boycott is about.

Not harassment.

Not threats.

Not attacking developers.

Not attacking moderators.

Not attacking streamers.

This is about using our purchasing power to demand change.

 
OUR DEMANDS
We call upon Activision and the Call of Duty development teams to:

Reform the current voice-chat enforcement system.
Create a meaningful appeals process for voice and communication bans.
Clearly explain what constitutes profanity, harassment, bullying, hate speech, and threats.
Apply the same rules to ordinary players and partnered creators.
Strengthen anti-cheat enforcement.
Aggressively pursue repeat cheating offenders.
Address inappropriate usernames consistently.
Provide transparency regarding enforcement decisions.
Stop allowing popularity, partnership status, or financial value to influence enforcement.
Use proportional punishments based on the severity and context of an offense.
Prioritize competitive integrity and anti-cheat enforcement.
Review whether current voice-chat policies are actually improving the player experience.
Enforce the Terms of Service consistently rather than selectively.
Stop creating additional restrictions when existing rules are not being meaningfully enforced.
 
OUR MESSAGE TO ACTIVISION
We are tired of being told that these policies are necessary while watching players deal with cheating, exploit abuse, inappropriate accounts, inconsistent enforcement, and questionable moderation decisions.

We are tired of feeling like automated systems have more power than the customers paying for the game.

We are tired of seeing rules that appear to be enforced differently depending on who you are.

And we are tired of being told that moderation is about protecting the community when the fundamental competitive integrity of the game is still being compromised by cheaters.

Fix the priorities.

Fix the anti-cheat.

Fix the enforcement.

Fix the appeals process.

Apply the rules equally.

And if you're going to have a Terms of Service, actually enforce the entire thing—not just the portions that are convenient to enforce.

 
CALL OF DUTY COMMUNITY: OUR MONEY IS OUR VOICE
We encourage players who agree with this petition to consider withholding financial support from Call of Duty until meaningful changes are made.

That includes reconsidering:

New game purchases.
COD Points.
Battle Passes.
Cosmetic bundles.
Store purchases.
Other optional in-game spending.
We don't need to attack anyone.

We don't need to threaten anyone.

We don't need to harass anyone.

We simply need to say:

"You want our money? Give us a game and moderation system worthy of it."
 
FIX THE GAME.
FIX THE ANTI-CHEAT.
FIX THE VOICE-BAN SYSTEM.
ENFORCE YOUR OWN RULES.
APPLY THEM EQUALLY.
RESPECT YOUR CUSTOMERS.
