The Issue

Every time I drive past one of the four AI-powered Flock cameras in Crawfordsville, Indiana, I am filled with a deep sense of violation. These surveillance devices, constantly monitoring our movements and capturing our license plates without any legitimate suspicion of a crime, pose a significant threat to our Constitutional rights, particularly the Fourth Amendment which protects us from unlawful searches.

The implementation of such technology in our community compromises our privacy and can lead to a culture of fear where citizens feel as though they are being watched and judged at every moment. These Flock cameras automatically scan all drivers’ plates and identifiable features, sending this data to law enforcement agencies without any probable cause. It's an unending surveillance loop that scrutinizes every resident and visitor to our town, infringing on their right to privacy and freedom.

In a democracy that values freedom and privacy, these AI-operated systems have no place. They create an environment where everyone is guilty until proven innocent, fundamentally altering the relationship between the community and law enforcement. This use of unchecked surveillance is not only invasive but does not align with the values our country stands for.

The facts are clear: generalized surveillance practices like these have often led to false accusations, misidentifications, and an overall erosion of trust between citizens and those meant to protect them. Moreover, academic research and numerous case studies have shown that such mass surveillance measures do not effectively enhance safety and can often result in discriminatory practices.

We need a more balanced approach that ensures public safety while also respecting the privacy rights of our residents. By banning these devices—a proactive step that many other communities have successfully implemented—we can safeguard our town and uphold our Constitutional rights.
