Under the current park rules, from Memorial Day through Labor Day, leashed dogs are prohibited from all Beverly city parks, beaches, playgrounds, and tennis courts between 7:30 a.m. and 7:30 p.m. This twelve-hour daytime restriction applies even to the open lawn areas of every park, during the exact season residents are most likely to be outside. The single designated park per Ward does not offset this, since it often requires residents to leave their own neighborhood to walk a leashed, controlled dog during the day.

What We Are Asking For

We, the undersigned residents of Beverly, respectfully ask the Commission and Council to amend the ordinance to:

1.  Keep the existing restrictions on beaches, playgrounds, gardens, athletic fields, and Lynch Park.

2.  Permit leashed dogs on the open lawn areas of city parks during daytime hours.

3.  Retain the existing leash and waste-disposal requirements and their penalties.

We support responsible dog ownership and the goal of keeping our parks clean and safe. We are asking only for a more balanced rule that protects the areas that matter most while restoring reasonable daytime access for leashed dogs.
