Petition to Address Social Concerns at Civic Park

The Issue

Dear Madam Mayoress, 

We, the undersigned residents of the Pendle Hill/Girraween/Toongabbie area, would like to bring to your attention several concerns regarding ongoing activities at Civic Park.

Many members of our community have observed and experienced issues in the park, including:
•       Alcohol consumption in public areas
•       Individuals sleeping in the park, raising concerns about homelessness
•       Smoking in or near the children’s play areas
•       Instances of teasing or inappropriate behaviour towards young children
•       Storage of personal belongings, such as clothes, in trolleys and on play equipment

These activities, while often resulting from complex social circumstances, have led to significant unease among local residents. As a result, many parents are hesitant to allow their children to play on the equipment, and older residents do not feel comfortable making use of the park’s amenities.

We recognize the need for public spaces to be inclusive and accessible to everyone in our community, and we believe that a balanced approach can both support vulnerable individuals and maintain the park as a safe and enjoyable area for all.

In light of these concerns, we respectfully request that the Council considers the following actions:

  • Increased patrols or monitoring of the park, particularly during peak times
  • The installation of CCTV cameras as at key locations, such as shelters and entry/exit points to monitor activities and enhance safetyClear signage regarding alcohol consumption and smoking restrictions
  • Engagement with local services to provide outreach and support for individuals experiencing homelessness
  • Enhanced maintenance and cleanliness of the play equipment and park facilities
  • Community forums or consultation to foster understanding and collaborate on solutions
