The ongoing violence in Gaza, including destruction of civilian infrastructure, denial of essential services, mass displacement, and systematic harm, meets the legal criteria under Article II of the Genocide Convention. Canada, as a signatory, has both legal and moral obligations to act .
Background and Context
• Reports from UN agencies, international NGOs, and eyewitnesses point to targeted civilian harm, siege tactics, and mass displacement affecting national or ethnic groups in Gaza.
• This situation aligns with the Convention’s definitions: killing members of the group; inflicting conditions of life calculated for destruction in whole or in part; and causing serious mental harm.
• Canada is legally bound under Article I of the Convention to prevent genocide and to take action when genocidal risk is severe.
Who Is Affected
• Over one million civilians in Gaza—families, children, elderly—are enduring severe deprivation and violence.
• Communities and future generations face lasting trauma due to infrastructure collapse, health crises, and loss of homes.

3. Demand and advocate for an immediate ceasefire, full humanitarian access, and civilian protection under the Geneva Conventions.
