Petition for the United Kingdom to Act on Race Codes, Reparatory Justice and the Creation of an International Reparatory Justice Framework
Petition
We call upon the Government of the United Kingdom and Parliament of the United Kingdom to examine and act upon the Britain Must Lead initiative: a proposal for Britain to use its historical position, legal infrastructure, systems of racial classification and international influence to help establish a practical international framework for reparatory justice.

This petition is not simply a demand for another discussion about reparations.

It is a demand for institutional machinery capable of delivering reparatory justice.

Britain played a major role in the transatlantic enslavement of Africans and colonial exploitation. Britain subsequently deployed the Royal Navy in the suppression of the slave trade and developed extensive legal, governmental and administrative institutions dealing with race, nationality, identity and equality.

The question now is:

If Britain once mobilised ships, legislation, institutions and international diplomacy against the slave trade, can Britain now mobilise its institutional capacity to help deliver reparatory justice?

We believe that it can.

What we are asking Britain to do
We petition the United Kingdom Government and Parliament to:

Formally examine the Britain Must Lead initiative and its proposals concerning race classification, racial identification and reparatory justice.
Commission an independent investigation into the history, development and present operation of British racial classification systems, including the IC1–IC6 classification system and other governmental systems used to identify or record race and ethnicity.
Examine how existing British law and administrative infrastructure concerning race can contribute to a precise framework for reparatory justice, including the recognition of race as a protected characteristic under the Equality Act 2010.
Develop a legally and administratively coherent method of identifying the persons and communities for whom particular reparatory measures are intended, rather than leaving eligibility undefined or dependent upon political discretion.
Open formal consideration of an independent international institution for reparatory justice, capable of developing standards, administering mechanisms, coordinating participating states and providing institutional continuity beyond individual governments.
Invite CARICOM, African states, the African Union, affected communities, historians, economists, lawyers, financial institutions and other relevant international bodies to participate in developing that framework.
Examine practical financial mechanisms for reparatory justice, rather than treating reparations exclusively as an immediate demand for taxation or direct cash transfers.
Consider reparatory financial instruments, including Reparation Bonds, capable of mobilising capital for long-term reparatory programmes while creating transparent and auditable financial obligations.
Establish safeguards, accountability mechanisms and independent oversight so that decisions concerning reparatory justice cannot simply disappear into general government expenditure or unrelated programmes.
Publish the Government's conclusions and supporting evidence, allowing Parliament and the public to examine whether Britain is willing and institutionally capable of taking a leadership role.

Why Britain?
Britain occupies an unusual historical position.

It participated extensively in slavery, colonialism and the economic systems surrounding them.

It also became a major international force in suppressing the transatlantic slave trade.

Britain possesses centuries of governmental records, legal institutions, financial infrastructure and administrative experience.

The United Kingdom therefore has both a historical relationship with the problem and substantial institutional capacity to contribute to a solution.

Leadership does not mean Britain determining reparatory justice for everyone else.

It means Britain being prepared to put its law, archives, financial expertise, diplomatic influence and institutional machinery behind the construction of a workable international system.

From classification to justice
Reparatory justice cannot operate effectively without answering fundamental questions:

Who is being repaired?

For what historical or continuing injury?

Who bears responsibility?

What evidence establishes that responsibility?

What form should reparation take?

Who administers it?

Who audits it?

How are beneficiaries identified?

How are institutions prevented from diverting reparatory resources away from their intended purpose?

These are not merely philosophical questions.

They are questions of law, evidence, classification, governance, finance and institutional design.

A serious reparatory programme must answer them.

This petition asks for action, not symbolism
We are not asking the British Government merely to issue another statement.

We are asking Britain to examine whether an operational international reparatory justice architecture can be built.

The objective should be a framework capable of surviving changes of government, political fashions and individual personalities.

Reparatory justice requires institutions.

It requires evidence.

It requires accountability.

It requires clearly defined beneficiaries and obligations.

It requires financial mechanisms capable of operating across generations and jurisdictions.

And it requires political leadership capable of moving the subject from debate to implementation.

Our request
We therefore call upon the Prime Minister, HM Government and the Parliament of the United Kingdom to formally consider the Britain Must Lead initiative and begin the process of determining how Britain can contribute to establishing a credible, independent and internationally accountable system for reparatory justice.

The history cannot be changed.

What Britain does with that history can be.
