Changing the name of a segment of Duval Road to Max Leggett Parkway.
The Issue
Signature Land, owned by Stephen Leggett, has been working with the City of Jacksonville for approximately 6 years to improve a section of Duval Road to make way for much needed services on the city’s Northside. This section of road is changing from 2 lanes to 4 lanes (along with traffic signals and turn lanes). There is a new Target and Dick Sporting Goods shopping center on the way along with a new 300 bed hospital by UF Shands.
In Steve’s contract with the City of Jacksonville he is allowed to change the name of only the section this is being improved. Non-impacted segments of Duval Road will remain Duval Road as will Duval Street and Duval County.
The name originally was going to be changed to Signature Parkway but in the course of the project Steve’s dad, Max Leggett, passed away. Max was a battalion chief on the Jacksonville Fire Department who retired to become the City Councilman for this district. Max was a true public servant that was a champion for Public Safety on the City Council. Along with many other accomplishments he is credited for doubling the fire protection in Oceanway.
After Max’s term limit as Councilman, he ministered every Tuesday and Wednesday evenings at Federal Prisons and the City Jail until his death in 2009.
There are two families who live on this segment of Duval Road who are fighting this name change. They are the only opponents to this change who live on the road. 11 out of 13 land owners (including the shopping center owners and UF Shands) approve and have signed a legal petition that is included with this legislation.
The Planning and Development Department, the 911 Emergency Addressing Advisory Committee, and the Jacksonville Historic Preservation Commission have reviewed the proposed name change and have recommended APPROVAL.
