In America, PRISON starts all the best trends: The most classic is pants hanging below the butt known as "sagging" (usually with belt buckle undone).  In prison--it's a public display meaning they want to engage with anal intercourse; same is implied on the outside: Therefore  sagging is a violation of a citizen's Civil Rights being sexual harassment in public. It's also a public means of defiance - a kind of "legal" mooning which others find quite intimidating-this is sexual harassment. Sex perverts, deviants, and child molesters enjoy sagging pants as they get off knowing children are looking at their undone pants and underwear-because children DO see it too, thereby committing delinquency of minors, and encourages wanton behavior.

As the act is public sexual intimidation breaches the peace, contributes to the delinquency of minors and traumatizes small children, gross displaying underwear in public is not conducive to the mental hygiene of the public. To prevent prosecution of people who accidentally show their underwear, let it be proposed sagging pants below the coccyx area is considered indecent exposure.

Shagging spreads diseases to the public: Sometimes these underwear "mooner" display brown feces on the material due to lack of hygiene: Fecal material spreads Hepatitis A, CRE,clostridium difficile colitis diarrhea, E. Coli food poisoning, and  parasitic worms such as pin worms to the public where they choose to sit as the underwear material is very thin (other people put their hands on the chairs and get infected).  Further since underwear is thin material, it's too easy for their genitals to be exposed in the public--it's meant to be an undergarment only.

Please, please stop allowing people to sexually harass me and others including children by this act of intimidation. I feel my civil rights are violated by these pants sagging trend. 

Or at least pass a law to allow local municipalities to ban sagging to protect the public from this sexual harassment
