Petition Requesting Review of Conduct by Frederick County BOE Member Colt Black
The Issue
We, the undersigned parents, guardians, and residents of Frederick County, Maryland, submit this petition out of genuine concern for the well-being, and equitable treatment of all students within Frederick County Public Schools (FCPS). As families with children in this school system, we believe that members of the Frederick County Board of Education must consistently demonstrate professionalism, sound judgment, respect for diversity, and a clear commitment to protecting every student from bullying, discrimination, and harm. This petition respectfully requests a formal review of the public conduct and statements of current Board of Education member Colt Black, made in his official capacity and in public forums. Based on publicly available information—including Board meetings, recorded statements, and media reporting— community members have expressed concern that certain statements and positions taken by Mr. Black regarding student gender identity and related policies have been perceived as exclusionary or dismissive by students and families, particularly those with transgender or gender-diverse children. Regardless of intent, when public statements by an elected education official result in students or families feeling unwelcome, or unsupported, it raises serious questions about whether the standards of care, empathy, and impartiality required of educational leadership are being met. Our concern is not rooted in political disagreement, nor is it an accusation of criminal conduct. Rather, it is a request for accountability, transparency, and reassurance that all students—without exception—are afforded dignity, protection, and equal consideration within FCPS. Maryland law provides mechanisms for the review of Board of Education members when concerns arise regarding conduct, judgment, or fitness for office (including Education Article §3-701 and applicable COMAR provisions). We respectfully ask that these mechanisms be used to determine whether further action is warranted in this case. Accordingly, we request that the appropriate authorities: Conduct an objective and impartial review of the publicly documented conduct and statements referenced by community members. Evaluate whether such conduct aligns with the responsibilities and expectations of a Frederick County Board of Education member. Take any appropriate steps necessary to maintain public trust and ensure a safe, inclusive educational environment for all FCPS students. This petition is submitted in good faith, relies solely on publicly available information related to official actions, and is intended only as a lawful exercise of the undersigned residents’ First Amendment right to petition their government. It is not intended to harass, defame, or target any individual, nor does it reference or involve private individuals or minors Our children deserve leadership that prioritizes student safety, fairness, and respect above all else. As parents and community members, we believe it is both appropriate and necessary to raise concerns when those values appear to be at risk
